Description
This synopsis is being posted to both the Federal Business Opportunities (FedBizOpps) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil . While it is understood that FedBizOpps is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FedBizOpps is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. You may also access information on the NSWC Crane Division web site at http://www.crane.navy.mil/acquisition/homepage.htm. The Naval Surface Warfare Center Crane intends to enter into a Basic Ordering Agreement (BOA) with Rockwell Collins ? Flight Dynamics, 400 Collins Rd. NE, Cedar Rapids, IA with a ceiling amount of $7,145,000.00. The BOA will cover a five year period and include line items for engineering/logistics support, spares procurement, depot repair to include re-assembly, upgrade/modification of assemblies and/or subassemblies in support of the Heads-Up Guidance System 3000 (HGS). Procurements under the BOA will be conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2303(c) (1) and implemented by FAR 6.302-1. The basis for restricting competition is the lack of detailed drawings/specifications, test procedures and test stations in addition to duplicative costs and time that would be required to reverse engineer the system. This synopsis will fulfill the BOA requirement to issue a synopsis for job orders on an annual basis. This will be a ?follow o n? contract of a previous IDIQ contract that was awarded in 2005. Numbered Note 22 applies. All changes to the requirement that occur prior to the closing date, 25 January 2008, will be posted to Crane web site, FedBizOpps, and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for any additional amendments that may be issued. For changes made after the closing date, only those offeror?s that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
