Pre-solicitation Notice/Industry Day Announcement for TSAT System Engineering and Integration Follow-On Contract MCTG (TSAT Network Integration Group) 483 N. Aviation Blvd., Bldg A8-1467 El Segundo, CA 90245-2808 Contracting Officer: Mr. Herbert Countee, (310) 653-9525; General Information Point of Contact Mr. Andrew Chellinsky at (310) 653-9723. The Transformational Satellite Communication System (TSAT) Program Office, Network Integration Group, will be holding an Industry Day on 6 November 2007 for parties interested in participating in the solicitation for the System Engineering and Integration (SE&I) Follow-on contract; both small and large business participation is highly encouraged. For this acquisition, the anticipated NAICS code is 541710. The Industry Day will be held at the Space & Missile Systems Center, Los Angeles Air Force Base, Gordon Conference Center, Bldg 270, 483 N. Aviation Blvd, El Segundo, CA 90245. On 7 November 2007, the second day, one-on-one discussions will be held with potential interested prime contractors. This announcement is for information and planning purposes only and does not constitute a solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. The purpose of this meeting is to exchange preliminary information with industry and to solicit feedback on the Government?s draft acquisition documents for the TSAT SE&I Follow-on effort as part of the Government?s ongoing market research. A first draft RFP is contemplated to be released 1QFY08. To help develop an appropriate acquisition strategy and a clear and effective RFP for the SE&I Follow-on contract, the TSAT Program Office is soliciting industry inputs on the following topics: 1) system engineering/integration acquisition initiatives or incentive solutions to reduce risk presented by the TSAT program schedule; 2) lessons learned and best practices; 3) feedback on the draft proposal documents, including the Statement of Objectives, incentive/award plan fee plan, contract deliverables, and Work Breakdown Structure, and Statement of Work instructions, and (4) Organizational Conflict of Interest issues. The current program-developed copies of acquisition documents will be made available upon request when registering for Industry Day and will be made available on the TSAT SE&I Bidders Library. Contractors must document and submit all input in writing, including recommended discussion questions by 0800 PDT on 9 November 07. Discussion questions will be addressed at a potential future Industry Day or through a formal Government-response posting on the Bidders Library. All input shall be submitted to SMC/MCSW/PK(TSAT), 483 N. Aviation Blvd., El Segundo, CA 90245-2808, Attn: Herbert Countee, Contracting Officer. Discussion questions must be marked appropriately; justification must be provided for any portion marked as proprietary or with other restrictions on their use. All interested parties are invited to attend day one when the Government team will present a TSAT program overview and objectives, the draft acquisition strategy, system and segment requirements, and the SE&I contractor?s required interaction with the other program segments, including Space, TMOS, and terminals. Day two will be used to meet individually with potential prime contractors who request a one-on-one session with the Government. One-on-one sessions will be made by appointment and last no more than 1 hour. The Government will only provide information during these sessions that is equally available to all interested parties. Following Day 2, the collective answers provided during the one-on-one sessions will be posted on the TSAT SE&I Bidders Library website. All future announcements, updates, documents and unclassified information for this program will be available on the TSAT SE&I Bidders Library. The referenced Bidders Library website link is TBD and will be available after 6 November 07. Contractors may request access to the Bidders Library by contacting Mr. Andrew Chellinsky at (310) 653-9723 and must agree to sign a Non-disclosure Agreement prior to accessing the Bidders Library. Seating is limited and registration is required for attendance. For day one, potential prime contractors will be limited to eight (8) representatives and five (5) representatives per potential subcontractor. For day two one-on-one discussions, the individual prime contractors or prime contractor teams will be limited to ten (10) representatives. Day two one-on-one discussions will be held at the Aerospace Corporation, Building A8, 2350 East El Segundo Blvd, El Segundo, CA 90254. Register for the conference and one-on-one sessions by contacting Mr. Andrew Chellinsky at (310) 653-9723 by 2 November 2007. All Visitor Clearances should be faxed to the Visitor Control fax at (310) 653-9554. Requests should specify "Attn: Steve Martin, TSAT SE&I Industry Day" and contain the following: Name/SSAN/DOB/POB/Citizenship/Clearance Level/Clearance Investigation Date/Clearance Granting Agency/Member?s Company-Organization/Meeting Subject/Meeting Location/ Visit Dates/MCSW Sponsor and Cage Code (for industry). All meetings will be held at the unclassified level. NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (31-OCT-2007).
