- The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 100 each, Uninterruptible Power Supply (UPS), Operate at 9600 BAUD, without Dip Switches, NSN: 6130-01-411-5252. The Government Specification Control Drawing containing a complete technical description for the UPS is 62828-90338-10. The suggested sources part numbers are Deltec P/N D5141253-1861 and American Power Conversion (APC) P/N AP2000PE. NOTE: The referenced part numbers are obsolete and only available as a refurbished product. The UPS shall provide operating power to critical components of the NWS/Automated Surface Observing System (ASOS) during periods of 115 VAC (Volts Alternating Current) 60 Hz primary power outage for at least 10 minutes. The UPS shall be designed to maintain, charge, and operate from a separate (external) 48 VDC (Volts Direct Current) battery having a nominal 17 amp-hour (AH) capacity, in addition to 115 VAC 60 Hz primary power. The UPS shall include a communications capability utilizing transmitted data, received data, and signal common RS232C compatible signals, with no required ?hardware handshaking?, suitable protocol to support command and data interchange. The UPS shall include Built-In-Test (BIT) capability. In order for the Government to qualify another part would require extensive testing that could result in expense and time that may not be recovered. There isn?t sufficient time to qualify a product and meet the immediate needs of the Government. These items are being purchased for the National Weather Service (NWS), to be delivered to the National Logistics Support Center, Kansas City, MO. This item is used to support the NWS/ASOS spare parts program. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 12, Commercial Items. All interested business sources are encouraged to respond to this announcement within calendar 10 days after its publication. All responsible sources are requested to identify there interest by submitting in writing its name, address, point of contact, telephone number, and a capabilities statement that the product provided does reflect Deltec interface equivalent. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided the item. The RFQ will be issued on or about January 22, 2008. Failure to provide the required information will deem your request non-responsive. The Government reserves the right to solicit bids based on receipt of affirmative responses to this notice. The NAICS code for this requirement is 221122. This requirement shall be considered a 100% small business set-aside. All responsible sources may submit a quote which will be considered by the Agency. The Central Region Acquisitions Division requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR).
