Description
Reference the synopsis from the Vicksburg District dated October 25, 2007, announcing an intent to modify Contract No. DACW38-01-D-0005 with the URS Group, Inc. In that notice it was announced that the USACE Vicksburg District intended to modify its existing contract with the URS Group, Inc. to increase the contract value by $10 million on a SOLE SOURCE BASIS under the authority provided by 10 U.S.C. 2304 (c) (1). However, since that announcement it has been determined that it is in the best interes t of the Government to award a new SOLE SOURCE contract to URS Group, Inc. in lieu of modifying their existing contract for the same work. This announcement is NOT a new requirement; the basis for the sole source is the same as stated in the previous annou ncement referenced above. The SOLE SOURCE contract will be a continuation of the design effort from URS current contract. The current contract is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the Preparation of Design Report and Plans and Specifications (P&S) for the Construction of Houma Navigation Lock, Morganza to the Gulf of Mexico Hurricane Protection Project, Terrebonne Parish, Louisiana, New Orleans and Vicksburg Districts. Currently the contract has a value of $10 million with a ba se year and six option periods. The project design and P&S were near 50% completion when Hurricane Katrina made landfall in Louisiana. As a result of Hurricanes Katrina and Rita the design flow line that governs the entire structural design of this project was significantly increased, requiring a portion of the design already complete to be substantially redesigned in order to regain the 50% complete status. The Vicksburg District has determined that a new contract with URS Group, Inc. is the only reasonabl e means available to the Government to ensure mission requirements for completing the design from an economical and technical standpoint. Selection of a new firm to complete the design at this stage would result in delays that are unacceptable to local cos t-sharing sponsors and additional costs associated with verification of completed work before assuming liability for the total design. THIS IS NOT A REQUEST FOR PROPOSAL. Notwithstanding, any firm that believes it is capable of satisfying Vicksburg Distric ts requirements may contact Mr. Randy Brown at 601 631-7249 for additional information. A determination not to complete the requirement based on responses to this notice is solely within the discretion of the Government.
