- This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q5140080043 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-23. This solicitation is subject to the Small Business Competitiveness Demonstration Program and is offered unrestricted for full and open competition. The North American Standard Industrial Classification System (NAICS) code is 321113 and small business size standard is 500 employees. Registration at the Central Contractor Registration (CCR) database (www.ccr.gov) is mandatory. The National Park Service is soliciting quotations for Line Item No. 0001, to supply 6,000 pressure treated, split rail fencing eleven feet (11') long. FOB destination will be to two locations: 3,000 ea to Milepost 639, Allegheny County, 49800 Blue Ridge Parkway, Laurel Springs, NC 28644-8357; and location two Milepost 167.1, Floyd County, 1670 Blue Ridge Parkway, Floyd, VA 24091-3932. Specifications for rails are as follows: Blue Ridge Parkway - Historic Fence Repair Projects 1) Appearance and Character: Fence rails for this project will be used to repair and construct fences along the Blue Ridge Parkway using the traditional "stacked rail" method once common in the Southern Appalachian region. Rails shall be split uniformly along entire length of rail. Tapered ends are not acceptable. 2) Dimensions: Rails shall be 11' in length, typically triangular in shape, split to an average girth of 12"-13". Rails less than 3" per side are not acceptable. Sawn rails are not acceptable. 3) Quality: Rails shall be free of defects such as large knots or decay that would cause structural weakness. Rails shall generally be straight; however a slight bow or warp is acceptable in a small percentage of rails. Rails with excessive bow or warp greater than 3" in length of rail are not acceptable. 4) Wood Protection: Rails shall be pressure treated with a non-carcinogen preservative such as ACQ (Alkaline Copper Quaternary) or equal at a level (typically .25 p/cf) that will provide effective 30-year above-ground protection from wood destroying insects, decay and rot. Rails shall be stamped or tagged to indicate the type and level of treatment used. 5) Wood Species: Rails of this type and character will typically be made of straight-grained yellow poplar, however rails of other wood species will be considered if overall strength, appearance, and dimensions as specified can be achieved. 6) Shipping: Rails shall be banded in small bundles of approximately 50 rails each to facilitate loading, unloading, transporting, handling, and storage.
