Description
Amendment 01 to Synopsis. THIS PRE-SOLICITATION NOTICE IS BEING ADVERTISED ON A FULL AND OPEN COMPETITIVE, DESIGN-BID-BUILD SOLICITATION. THE REQUEST FOR PROPOSAL WAS ISSUED ON 14 JANUARY 2008. THE FULL PROPOSAL WILL BE FOUND ON THE FEDBIZOPPS SITE AT HTTP://FBO.GOV//. A PRE-PROPOSAL CONFERENCE AND SITE VISIT IS CURRENTLY SCHEDULED FOR THURSDAY, 31 JANUARY 2008. SECURITY REQUIREMENTS FOR THE SITE VISIT IS INCLUDED IN THE SOLICITATION. THE PROPOSAL DUE DATE IS CURRENTLY SCHEDULED FOR 28 FEBRUARY 2008. The NAICS Code for the proposed acquisition is 237990. The corresponding business size standard is $31 million. The estimated construction contract award is May 2008. The estimated performance period for construction is 580 days from contract award. 1. PROJECT TITLE: The Government Intends To Award A Firm-Fixed Price Contract Under Solicitation/Request For Proposal N44255-08-R-6001, P-978, Missile Assembly Building 3 at Naval Base Kitsap, Silverdale, WA. 2. PROJECT DESCRIPTION: The estimated construction cost range is between $23 and $25 million. The Federal Supply Code is Y126 - Missile System Facilities. Naval Facilities Engineering Command, Northwest is seeking to award a Firm Fixed-Price Contract to provide all labor, materials, and equipment to build a Missile Assembly and Test Building located at Naval Base Kitsap at Silverdale, WA. This project consists of a processing facility of multi-height configuration, concrete foundation and floor, insulated walls of concrete masonry units and metal siding, and sloped metal roof. Supporting facilities include special foundations, underground electrical distribution, lightning protection, cableway for checkout cables, communications, security protection systems, access roads and aprons, barricades, and storm drainage. The facility provides space for production and backshop work processes. Additional space is provided for offices and a mechanical equipment room for building support and environmental control equipment. 3. SITE ANALYSIS. The project is located at Naval Base Kitsap, Silverdale, WA. The indications of physical conditions on the drawings and in the specifications are the result of site investigation by Topographic surveys, geotechnical borings, and geotechnical test pit reports. 4. AWARD INFORMATION: The Government will award a Firm-Fixed Price contract to the Offeror considered to be the best value to the Government, price and non-price related factors considered. Offerors will be evaluated on: Factor I: Relevant Experience; Factor II: Past Performance; Subfactor A: Past Performance, Subfactor B: Safety Record; Factor III: Small Business Utilization Plan; Factor IV: Price. 5. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; use of tradeoff processes when it may be in the best interest of the Government; to consider award to other than the lowest priced offerors or other than the highest technically rated offeror; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. Proposers should be advised THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most favorable terms. The solicitation, including plans and specifications, will be available for viewing and downloading at http://www.fbo.gov, upon issuance. Prospective Offerors must and should immediately register themselves on the web site. Amendments will be posted on the web site. This will normally be the only method of amendment distribution; therefore, it is the OFFERORS RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THE SOLICITATION. Offerors must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement at http://www.ccr2000.com.
