Description
NAICS Code: 541620 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with Gladstein, Neandross, and Associates for sponsorship of the Faster Freight - Cleaner Air Conference (West Coast) that will take place February 25 - 27, 2008, at the Los Angeles Convention Center, Los Angeles, CA. The Faster Freight - Cleaner Air Conference is sponsored by a unique collaboration of environmental groups, maritime industry, organized maritime labor, freight and trucking companies, community activists, government regulators, clean technology vendors, and policy makers. As a sponsor of this conference, the US EPA will participate and share in the information and experiences generated during the conference. The primary focus of the conference is to provide a venue to showcase the innovative programs, policies and technologies now being implemented in the region and at other ports throughout the nation to improve efficiency and reduce the air quality impacts of the goods movement industry. Experts and practitioners alike will share success stories and highlight solutions which result in positive economic and environmental benefits for their communities. The goal of the Faster Freight - Cleaner Air Conference (West Coast) is to spur the adoption of these innovative practices and low-emission technologies by increasing awareness and providing opportunities for solution-oriented stakeholders to network. This conference provides a unique venue for members of the goods movement industry to address issues together while communicating the positive steps that have already been taken by the ports and others to the public, elected officials and the media. Gladstein, Neandross, and Associates is the conference director for the Faster Freight- Cleaner Air Conference. Sponsorship will allow EPA access to key national stakeholders in the Faster Freight - Cleaner Air dialog, participation by EPA staff on working group teams for assistance in development of the conference agenda, speaker selection, session topics, event logistics, and other input and guidance related to planning the event. Sponsorship will also allow EPA to have exhibit space with priority location to maximize visibility and attendee foot traffic for display of work accomplished in relation to the conference. Sponsorship will also allow EPA access to site visits, tours, demonstrations, and participation in the Faster Freight - Cleaner Air Conference marketing, public awareness, communications, and education outreach programs and products. The EPA believes that Gladstein, Neandross, and Associates is the only firm able to provide access to the Faster Freight - Cleaner Air Conference (West Coast). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing access to the conference conducted by Gladstein, Neandross, and Associates may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
