Description
The Headquarters Air Force Security Forces Center, Force Protection Commodity Council (FPCC), is seeking sources capable of providing security forces nuclear security, ground combat, tactics, techniques, and procedures training; known as Air Force Blue Coach (AFBC) initiative training. This notice is for planning purposes only and shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The Government is not liable for any costs incurred by interested parties in responding to this request for information. The purpose of this request for information is to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. Large and small businesses are encouraged to participate in this survey. Industry is encouraged to respond with information not constrained by proprietary data rights. However, if proprietary data is included in your reply, please mark it appropriately. DESCRIPTION OF SERVICES: Contractor shall provide all labor, materials, supplies, and equipment to perform AFBC initiative training. Training shall be conducted in three phases: training, observation/review, and execution. Contractor shall have experience in planning and execution of "Red Team" Opposing Forces (OPFOR) Tactics, Techniques, and Procedures (TTP); knowledge of squad and platoon level offensive and defensive combat operations; knowledge of Integrated Base Defense (IBD) principles and deployed missions with field experience at the Special Mission Unit (SMU) level in both foreign and domestic environments to include small and medium special operations team tactics (experience must have been derived through extensive service in deployable elements of the National SMU to include applicable Contingency Planning (CONPLAN) and red team experience); experience in defending key resources both fixed and mobile; and knowledge of in place integrated physical security systems to include delay and denial technologies, and command and control framework. Performance of these services shall require a SECRET clearance. Contractors are requested to provide the following information: 1. Have you performed this type of training in the past? If so, provide past performance information on same or similar type services (i.e., brief description of service, customer, dollar value, etc.). 2. What are the performance standards for your training? 3. How do you determine high quality training? 4. Are there commercial/industry standards? If so, what are the standards? 5. How much lead time is required to provide these services? 6. How do you ensure/measure customer satisfaction? 7. Have you provided these services to the government in the past? If so, what government agency? 8. Do you have or had a federal government contract (i.e., GSA, IDIQ, BPA, etc.)? 9. What is your business size/status (i.e., large, small, 8(a), veteran-owned, etc.)?
