- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; propo sals are being requested and a written solicitation will not be issued. (ii)This Solicitation W9124L-08-R-0001 is a Request for Proposal for a modular arms vault in accordance with the Governments requirement. (iii) This Solicitation document incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-23, effective December 26, 2007. (iv) This is a small business set-aside solicitation and the associated NAICS code is 332999, size standard is 500 emp loyees. (v) This is a brand name or equal for the following items: CLIN 0001.Arms Vault 2 each: Preassembled, weather-tight UL Class M, 6 sided. GSA Class 5 Armory Door with bi-fold Dutch style day gate, HVAC unit with humidity control, weather vestibule with steel personnel door, interior and exterior lighting, interior electrical outlets, stained textured exterior finish, and painted interior. Interior has 211SF with 41 deep vestibule. The wall flange kit is 4 ? -6 thick w/holes for day gate. Each vault must have one locker for parts, workbench and enough weapons racks to store 85 M249s, 70 ea 240Bs, 15 each M4s, 10 each M16s and 15 M9s.B. The vaults cannot be delivered using a crane, but casters/wheels may be used in delivery, provided casters/wheels are removed upon delivery/installation. Proposed vaults must meet or exceed AA-V-2737 as stated in paragraph 4.2 of AR 190-11. Vault must contain ICIDS Security system. (vi) The requirement shall be FFP . (vii) Delivery: The Government requires delivery Not Later than 14 Mar 2008. Vendor is required to send statement with proposal, certifying that he is capable of meeting this delivery date. Ship to: Bldg 4922, Fort Sill, OK, ATTN: Rob ert Tryan, Bldg 2258 W Randolph Rd. Fort Sill, Ok 73503. Notification Must be 48 hours in advance. (viii) PAYMENT: Specify whether payment is by credit card or Wide Area Workflow. (ix) The following clause applies to this acquisiti on: Federal Acquisition Regulation (FAR) 52.212-1, Instruction to Offerors--Commercial items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) FA R 52.212-2, Evaluation- Commercial Items. Award shall be based on the best value to the Government: past performance, delivery, socio-economic status and/or quality are equal to price. (x) Offerors are to include a completed copy of provisi on FAR 52.212-3, Offeror Representations Offeror Representations and Certifications-Commercial Items and and DFARS clause 252.212-7000, Offeror Representations Offeror Representations and Certifications-Commercial (xi) The follow ing provision does apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.203.6 , 52,219-6, 52.219-14, 52.219-8, , 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52 .222-37, 52.222-39, 52.222-50, 52.232-33 and 52.232.36. In addition, the following DFAR clauses apply to this acquisition: DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.203-3, 252.225-7001, 252.225-7012, 252.232-7003, 252.243-7002 and 252.247 -7023.
