- NOTICE OF INTENT: The U.S. Army Engineering and Support Center, Huntsville, AL, intends to increase the contract capacity for contract DACA87-02-D-0027 which was awarded to Defense Group Inc. (DGI) on 19 August 2002. The original contract capacity was $5,000,000.00. It is the Governments intent to increase the contract capacity by the amount of $296,800.00. The Government intends to increase this contract capacity on a sole source basis to DGI. This contract provides support for the ongoing and in-progress effort of Life Cycle Cost Analysis, Economic Analysis, Risk Management, and Contingency Planning related to ammunition management models as directed by the Defense Ammunition Center (DAC). These models will have as their genesis previous, ong oing, or as yet unidentified studies addressing very specific issues. These analytical models need to be captured as stand-alone generic applications ready to be applied to similar, but materially different future demilitarization studies. The contractor shall evaluate the cost and economic consequences of demilitarization and its cleanup, to include statistical time standards for demilitarization, simulations addressing cost uncertainty, cost breakdown structures capturing total life cycle cost, and econ omic analyses addressing marginal costs, marginal utility, and elasticity. The contractor shall develop decision trees and multivariate methodologies to support DAC decision processes. These decisions may include choices among competing alternatives with limited resources or rank ordering of various decision criteria. Any of the three cost-effectiveness paradigms may be applied to tradeoffs between cost and mission requirements. The contractor shall perform statistical and stochastic analyses of the act ivities associated with demilitarization. The statistical analyses may incorporate hypothesis testing, confidence interval development, and expected value analysis. These analyses may incorporate either purely quantitative or a mix of quantitative and qu alitative data. The contractor may be required to provide cost, economic, decision, risk, and safety analysis services related to other demilitarization and ammunition management programs supported by the Huntsville Center. The work is to be performed is in support of R&D related technologies for disposal of missiles and other military energetics in an environmentally benign manner. Customer input may substantially impact the effort required. Contract support for Government technical and management deci sions is required and must be based on detailed knowledge of ammunition characteristics, Army organizational and management structure, ammunition storage and production facilities, and disposal technologies. THIS IS NOT A FORMAL SOLICITATION. THIS IS A S YNOPSIS OF INTENT TO INCREASE THE CAPACITY OF CONTRACT DACA87-02-D-0027 BY THE AMOUNT OF $296,800.00 TO DGI. There is no other know source who can provide continuation of this service. The current contract expires on 17 February 2008. Contractors who fe el they can provide the U.S. Army Engineering & Support Center, Huntsville, AL, with the above services, are invited to submit in writing an affirmative response which includes, as a minimum, the capability to do the work and provide evidence of experience , any applicable pricing data, and any information indicating a bona fide ability to meet this specific requirement. All responsible sources may respond to this synopsis, and all such responses will be considered by the agency. See government-wide number ed note 22. The agency requires a 15 calendar day period. If no written responses are received within 15 calendar days, the contract capacity increase will be issued to DGI.
