Description
PROJECT TITLE: San Juan Water District Water Treatment Plant, Hydraulic Improvements LOCATION: Near Granite Bay and Folsom, Placer County, California ESTIMATED MAGNITUDE: Between $1,000,000 and $5,000,000 TYPE OF PROCUREMENT: This acquisition is proceeding as a Competitive 8(a) Request for Proposal (RFP). ONLY THOSE FIRMS WHOSE BUSINESS PLAN IS ON FILE WITH AN SBA DISTRICT WITHIN THE STATE OF CALIFORNIA ARE ELIGIBLE TO SUBMIT OFFERS. Any resultant contract award will be a Firm-Fix ed-Price construction contract. The applicable FSC Code is Z245, SIC Code 1629, and NAICS Code 237110. The size standard, as identified by the U.S. Small Business Administration, for this NAICS Code is $31,000,000. JOB DESCRIPTION: The project will provide hydraulic improvements to the San Juan Water District Drinking Water Treatment Plant. The required work elements in clude, but may not be limited to: 1 ) installation of approximately 450 linear feet of 54-inch diameter steel pipeline including butterfly valve systems, bonding of joints, excavation, dewatering, shoring, backfill, compaction, and replacement of paving; 2 ) construction of new butterfly valve systems, access manways, and joint bonding on existing steel pipelines; 3) construction of cathodic protection system for corrosion control on new and existing steel pipelines; 4) demolition, concrete forming and place ment, and installation of metal supports and other features; and 5) re-lining existing steel pipeline. Work performance will require tunneling under existing operational facilities, as well as working within both confined space and close quarters. Some b lasting will be required in locations where extreme expertise is required. ALL WORK WILL BE PERFORMED WHILE THE PLANT CONTINUES NORMAL PRODUCTION OPERATIONS. PROPOSALS will be due on or about 05 March 08, at 3:00 pm PST. The acquisition method is n egotiated procurement. A technical and price proposal will be required. Evaluation by the Government will result in selection of a firm that represents the best value to the Government. OFFERORS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELED OR R EVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION AND/OR FINAL AWARD PROCESS. ORDERING SOLICITATION: The RFP will available for download on or about 04 FEB 08. Plans and specifications will NOT be provided in hard paper c opy or CD-ROM format. The solicitation and all amendments for this acquisition will be posted on a secure Government website known as FedTeDS. Access to the RFP documents on the FedTeDS website will be via a hyperlink. The hyperlink will be inserted int o the notices for this acquisition posted on both the Army Single Face to Industry (ASFI) website (https://acquisition.army.mil/asfi/) and the FedBizOpps website (www.fbo.gov) once the RFP is issued. The hyper-link will not appear as a website address, bu t text as follows: Available online via the FedTeDs (Federal Technical Data Solution) website. Viewing/downloading documents from FedTeDS will require prior registration in Central Contractor Registration (www.ccr.gov). If you are a first-time FedTeDS u ser, you will also be required to register in FedTeDS (www.fedteds.gov) before accessing the RFP documents.
