- The NASA/Goddard Space Flight Center (GSFC) is issuing this Request for Information (RFI) to solicit information on potential commercial sources that can provide NASA Headquarters (HQ) and Goddard Space Flight Center (GSFC) conference support services. This document is for information and planning purposes to allow industry the opportunity to verify reasonableness and feasibility of the requirement, as well as promote competition. This synopsis will initiate an exchange of information with industry on potential acquisition alternatives and associated risks and costs for achieving NASA's objectives while promoting competition. NASA regularly convenes and hosts numerous meetings and symposia throughout the year to disseminate administrative, scientific and technical information. These conferences are held at NASA Headquarters in Washington, DC, GSFC and at other selected locations including local, national, and international sites. These events may be attended by subject matter specialists from other agencies, state governments, private industry, research institutions and universities and colleges throughout the United States, with frequent participation by personnel from foreign countries. Events may range from conferences, meetings, peer reviews, working groups colloquia, symposia, retreats and workshops to tradeshows. Potential sources shall be able to provide the personnel, services and all necessary support to estimate costs, plan conference, conference, and post-conference services. Attendee registration information will be created, developed, and maintained for each conference. Conference services shall include but are not limited to: Pre-Conference/Continuous Conference Support ? Arranging Goddard Security clearances ? Making reservations for lodging and meals in accordance with Federal Travel Regulations ? Coordinating site selection, room setup, audio-visual equipment and operators, registration for meeting site managers ? Creating and maintaining conference and hosting databases and web pages ? Developing name tag signs and conference packets at customer request or with customer request ? Reproducing conference materials ? Planning and developing agendas, invitations to speakers, calls for papers, mailings ? Providing expert advice on the best methods of carrying out a conference ? Guidance on establishing registration fees, advance fee collection (when applicable) ? Providing meeting estimates completing planning forms and work orders ? Providing arrangements for non-government participants: honoraria, per diem, pre-paid lodging, rental car reservations, and travel reimbursement ? Research and assist with the preparation of the appropriate NASA form to conduct conferences Conference ? Conducting registration, collecting registration fees, photocopying, word processing, recording and transcription ? Providing transportation to and from conference-related activities ? On-site meeting support, overseeing meeting room arrangements, troubleshooting Post-Conference ? Preparing and distributing attendee lists ? Sending thank-you letters to vendors and speakers ? Work order close-out Potential sources shall use the reference number on this announcement when responding. All interested sources having the necessary capabilities that can comply with conference support as outlined above, should submit a brief capability statement. This capability statement should indicate the ability to perform all aspects of the effort described herein. Prospective sources are invited to submit written comments or questions to the point of contact listed below, by 2:00 pm EST no later than the designated response date. Information may also be sent to Goddard Space Flight Center, Mail Code 210.9, Greenbelt, MD 20771. At a later point in this process, NASA may invite industry and other interested parties to one-on-one meetings/telecons with NASA to discuss their ideas. It is insufficient to provide only general brochures or generic information. Your response must specifically address your capability regarding this potential procurement. Any and all options that will assist NASA in realizing its desired results are open for consideration. We requests that respondents identify specific acquisition alternatives and discuss the advantages, disadvantages, constraints, risks, costs, and trade-offs associated with each alternative. Multiple alternatives with the requested information are welcome. Responses to this RFI could include, but are not limited to, contract type and the use of web based system for customer interface. Special attention will be placed on the use of technology for the purposes of: ? On-line booking tools for hotels ? Databases for customer self-registration/name tags ? Software for estimating conferencing prices ? Web support for conference materials NASA/GSFC emphasizes that any and all options are open for consideration, and respondents are requested not to limit responses only to the possibilities identified in this announcement. Additionally, your responses must include the following: name and address of firm, size of business; whether you are small, small disadvantaged, 8(a), HUBZone, and/or woman-owned, affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime), and a summary of past relevant experience. This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. Respondents will not be notified of the results. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. An ombudsman has been appointed -- See NASA Specific Note "B".
