- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The U.S. Special Operations Command (USSOCOM) has a requirement for two types of antennas: ultra high frequency (UHF) high gain satellite antennas and very high frequency (VHF)/UHF (multi-band) whip line of sight (LOS) antennas. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number H92222-08-R-0007 is issued as a Request for Proposal. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-20. This solicitation may result in multiple awards of commercial, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contracts issuing Firm Fixed Price (FFP) delivery orders for antennas to be equal or comparable to the following four antennas: Trivec-Avant AV 2091-0 antenna, Trivec-Avant AV 2091-1 antenna, Trivec-Avant AV 2091-2 antenna, and the Chelton GD1813 antenna. The Government may accept any item or group of items of an offer, unless the Offeror qualifies the offer by specific limitations. The North American Industry Classification (NAIC) is 423690 and the small business size standard is 100 employees. The five-year ordering period includes items using Contract Line Items (CLINs) in the 1000 ? 4000 series. The guaranteed contract minimum is $5,000.00. The contract maximum amount is $8,000,000.00. The maximum quantity that may be purchased throughout the life of the contract is 10,000 units per CLIN over a five year ordering period. The contract will be DO-A7 rated. The contract will also involve the delivery of Commercial Off-The-Shelf Operating Manuals for each antenna. The Contractor shall provide stepladder pricing for all CLINs (See attached Pricing Table) Standard Commercial Warranty: The Contractor shall extend to the Government the full coverage of any standard commercial warranty normally offered in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government?s rights under the ?Inspection? clause nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The standard commercial warranty period shall begin upon final acceptance of the applicable material and/or services listed in the Schedule. The Contractor shall provide a copy of its standard commercial warranty (if applicable) with its offer. All future information about this acquisition, including solicitation amendments, will be solely distributed through the FedBizOps website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. See Section M of the RFP for antenna requirements requested in order to be considered technically acceptable. Schedule B, Supplies/Services, and clauses applicable to this acquisition are attached. For shipping purposes: Antennas will be shipped within the continental United States, which may include APO addresses. Effective October 2004 contractors must register with the Online Representations and Certifications Application (ORCA), or risk having their proposals declared non-responsive. ORCA replaces most paper-based certs and reps. If you are required to be registered in CCR, you are now required to also be registered in ORCA. Registration can be accomplished at http://orca.bpn.gov. A DCMA point of contact is requested from all offereors. All communications regarding this procurement, INCLUDING all requests for technical information with regard to these four (4) antennas, must be in writing and submitted via email to Martina Devries at martina.devries@socom.mil. Questions will be accepted and must be dated on or before October 19th, 2007. Offerors must scrutinize this solicitation and ensure their proposals and submissions comply with all requirements. It is not sufficient to merely state your proposal complies with the solicitation requirements - you must clearly identify how your proposal meets ALL solicitation requirements. The Government intends to award a contract without discussions. Proposals are due no later than 5 Nov 2007 at 4:00 P.M. (EST) and shall be delivered as follows: Complete proposals shall be electronic format and be delivered via email to Martina Devries at martina.devries@socom.mil. If a proposal is over 5MB it should be sent as a zipped file (if sent as a zipped file, it is the contractors responsibility to ensure the Government was able to unzip it). If it is preferred, the vendor can send multiple 5MB e-mails just be sure to mark the subject line with something to the effect of antenna proposal submission 1 of 3, antenna proposal submission 2 of 3, etc. to let the Government know how many e-mails they should receive with regard to the proposal.
