DESCRIPTION: THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-21. The associated North American Industrial Classification System (NAICS) code for this procurement is 333415 with a small business size standard of 750 employees. However, this procurement is full and open competition and any responsible vendor may submit a quotation. The National Institute of Standards and Technology (NIST) has a requirement for six Indoor Air Conditioning Units and Outdoor Components. Used or refurbished equipment will not be considered for award. LINE ITEM 0001: Quantity six (6) each six Indoor Air Conditioning Units, meeting or exceeding all of the following required minimum specifications: 1. Shall be ceiling mounted, evaporator fan components; 2. Cabinet: Shall be enameled steel or ABS plastic with removable panels on front and ends in manufacturer standard color, and discharge drain pans with drain connection; 3. Refrigerant coil: Shall be copper tube, with mechanically bonded aluminum fins, complying with ARI 210/240, and with thermal expansion valve; 4. Fans: Shall be direct drive, centrifugal fan; 5. Filters: Shall be permanent-cleanable or replaceable; Cooling Capacity: 6. Total cooling capacity (Btu/h): Shall be a minimum of 42,000; 7. Energy Efficiency Ratio shall be a minimum of 13.8; 8. Entering Air Temperature shall be 80 F DB/67 F WB; 9. Electrical Characteristics: 9.1. Power and control fed from outdoor unit: a. Airflow (cfm): High (cfm): 880, Low (cfm): 705 b. Sound Pressure Level (dBa) shall be a maximum of 45 10. Accessories required: 10.1. Controller: Functioning to remotely control compressor and evaporator fan, with the following features: a. Shall have compressor time delay; b. Shall have 24 hour time control of system stop and start; c. Shall have liquid crystal display indicating temperature, set point temperature, time setting, operating mode, and fan speed; d. Shall have fan speed selection, including auto setting. 11. Maximum dimensions: 52? L x 28? W x 12? H LINE ITEM 0002: Quantity six (6) each six Air Cooled, Compressor Condenser Components, meeting or exceeding all of the following required minimum specifications: 1. Casing: Shall be steel, finished with baked enamel or electrostatically applied acrylic or polyester powder in manufacturer standard color, with removable panels for access to controls, weep holes for water drainage, and mounting holes in base; 2. Compressor: Shall be hermetically sealed with crankcase heater and mounted on vibration isolation. Compressor motor shall have thermal- and current sensitive overload devices, start capacitor, relay, and contactor; 2.1. Shall have scroll compressor type; 2.2. Shall have variable speed control of compressor motor with manual reset high pressure switch and automatic reset low pressure switch; 2.3. Shall have Type R-410A refrigerant; 3. Refrigerant Coil: Shall be copper tube, with mechanically bonded aluminum fins, complying with ARI 210/240, and with liquid subcooler; 4. Fan: Shall be aluminum propeller type, directly connected to motor; 5. Motor: Shall be permanently lubricated with integral thermal overload protection; 6. Mounting base: Shall be polyethylene; Cooling Capacity: 7. Total cooling capacity (Btu/h): Shall be a minimum of 42,000; 8. Energy Efficiency Ratio shall be a minimum of 13.8; 9. Entering Air Temperature shall be 80 F DB/67 F WB; 10. Electrical Characteristics: 10.1. Shall be 208V, 1-phase, 60 Hz; 10.2. Sound pressure level (dBa) shall be a maximum of 51. 11. Maximum Dimensions: 40? L x 16? W x 60? H; Operation and Maintenance Data for split system air conditioning units shall include emergency, operation, and maintenance manuals. Electrical components, devices, and accessories being quoted shall be listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction and marked for intended use. Delivery terms shall be FOB Destination. FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. Delivery shall be completed in accordance with the contractor?s commercial schedule. Award shall be made to the quoter who meets all required technical specifications as determined by a review of documentation submitted in accordance with this solicitation and quotes the lowest price. Evaluation of Technical Capability shall be based on the information provided in the quotation. Quoters shall include the manufacturer, make and model of the product, manufacturer sales literature or other product literature which CLEARLY DOCUMENTS that the offered product meets or exceeds the specifications stated herein. All quoters shall submit the following: 1). An original and one (1) copy of a quotation which addresses the above line items. 2). Two (2) originals of technical description and/or product literature; 3). A drawing shall be provided by the vendor along with the quotation showing the diagram power, signal, and control wing. This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state ?The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.? OR The offeror shall state ?The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror?s FSS or GWAC contract, and the statement required above shall be included in the quotation. All quotes must be sent to the National Institutes of Standards and Technology, Acquisition Management Division, Attn: Lynda Roark, 100 Bureau Drive, MS 1640, Gaithersburg, MD 20899-1640. Offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received by 3:30 p.m. local time on December 28, 2007. E-MAIL QUOTES SHALL BE ACCEPTED.
