- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ DE-RQ75-08SW59290. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. The associated NAICS code for this solicitation is 423430 with a small business size standard of 100 employees. This RFQ contains two (2) line items. The line item descriptions are as follows: CLIN 0001 - CASCADE field unit license (full field unit w/Autocomms module) - Qty = 9 Each CLIN 0002 - Database server client license (Sybase ASA 9 - synchronizing field unit license - Qty = 9 Each. All quotes must be FOB Destination. The required delivery date is February 15, 2008. PROVISIONS/CLAUSES. The following Federal Acquisition Regulation (FAR) provisions apply to this solicitation: 52.212-1, Instructions to Offerors-Commercial Items; 52.212-3, Offeror Representations and Certifications-Commercial Items (the offeror must include a completed copy of this provision with their quote). The following FAR clauses apply to this solicitation: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items (to include the following clauses sited: FAR 52.219-6, Notice of Total Small Business Aside; FAR 52.219-28, Post-Award Small Business Program Representations; FAR 52.222-3, Convict Labor; FAR 52.222-19, Child Labor-Cooperation with authorities and Remedies; 52.222-21, Prohibition of Segregated Facilities; FAR 52.222-26, Equal Opportunity; FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-50, Combating Trafficking in Persons; FAR 52.225-13, Restriction on Certain Foreign Purchases; FAR 52.232-34, Payment by Electronic Funds Transfer-Other Than Central Contractor Registration; FAR 52.239-1, Privacy or Security Safeguards. The above Provisions and Clauses may be obtained via internet at http://farsite.hill.af.mil. Quotes must be signed, dated and submitted no later than February 5, 2008, 1200 PM, Central Standard Time (CST) to Southwestern Power Administration, Attn: Jim Hunt by either Faxing to 918-595-6656 or by email to jim.hunt@swpa.gov. LATE Quotes: Offerors are reminded that e-mail transmission of a quote prior to the closing date and time will not constitute a timely submission of the quote unless it is received by the government prior to the closing date and time. Quotes or modification of quotes received at the address specified for the receipt of quotes after the exact time specified for receipt of quotes WILL NOT be considered. All contractors must be registered in the Central Contractor Registration database located at http://www.ccr.gov prior to any contract award.
