This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses or inquiries in reference to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HubZone and other Small Businesses interested and capable of performing the work. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below. Description: See tentative Scope of Work below Important Information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 621111 ($9 million). Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the Central Contractor Registration (CCR located on the web at www.ccr.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. All interested Offerors should submit information by e-mail, mail or ground carrier to: Dept. of Veterans Affairs, James J. All information submissions to be marked Attn: Marla Jacobson, Contracting Officer and should be received no later than 3:00 pm Easter Standard Time on January 29, 2008. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. The Governments intent is to solicit a Firm Fixed Price, Best Value Procurement. TENTATIVE (subject to change): Scope of Work The War Related Illness and Injury Study Center (WRIISC) at the VA New Jersey Healthcare System in East Orange, New Jersey (EOVA) started in 2001 to address post-deployment health needs of combat veterans. The program has four areas of focus as its founding mission: research, education, risk communication and clinical services. Three years ago the management team of the WRIISC recognized the synergy and overlap of the latter three of these foci and put them administratively under a single Associate Director of Clinical, Education and Risk Communication Services (AD-CERC). This procurement is for a contractor to provide AD-CERC services outlined within. The WRIISC is overseen by a Director and two Associate Directors (Associate Director Research and Associate Director CERC). These three individuals jointly make management decisions for the entire WRIISC and frequently cover for each other in case of absence. These individuals represent the WRIISC at such hospital-wide groups as the Executive Committee of the Medical Staff and such national groups as the Defense Health Board. The overall visibility of the WRIISC has grown substantially over the past two years, with numerous opportunities and requirements for public speaking. The Contractor will be required to speak on behalf of the WRIISC in a variety of venues. Past speaking obligations have included presentations to VA national Senior Leadership, The Presidential Commission on Veterans' Health, national, regional and local continuing education seminars and hospital senior staff meetings. Any and all of these may recur and new opportunities arise regularly, including media interviews. The WRIISC is a national VA resource and has been granted the funding to enlarge its clinical program. It is therefore critically important that the Contractor be able to manage growing medical operations in a governmental environment. Clinical Duties 1. The contractor shall be required to determine appropriateness of patient referrals from distant VA Medical Centers based upon review of clinical notes and a completed WRIISC Template; 2. The intake packet was developed by staff of the WRIISC and will periodically (at least bi-annually) require review and revision by the Contractor. 3. The Contractor shall be required to perform environmental exposure assessments as assigned by the WRIISC Director; 4. The Contractor shall be required to perform patient histories and physical examinations as assigned by the WRIISC Director; 5. The contractor is responsible for scheduling of clinical staff to maximally utilize each staff member while allowing the WRIISC to provide service to the greatest number of veterans. 6. Provide clinical guidance to occupational medicine, general preventive medicine and public health, aerospace and internal medicine residents (if such are present) and provide input of a clinical nature to nurse practitioner and/or physician assistant students if such are present; 7. Abide by the Medical Staff Bylaws, Rules and Regulations and all other lawful standards and policies of EOVAMC and Veterans Health Administration. 8. The Contractor is responsible for the conceptual oversight of all risk communication and educational programs. 9. The Contractor is responsible for identifying and developing new initiatives that are relevant to the patients and the missions of the WRIISC 10. In the case of #3 and #4 immediately above, the Contractor shall be required to complete all appropriate notes in the Computerized Medical Record System (CPRS) within twenty-four hours of a clinical encounter. 11. The Contractor will represent the WRIISC at such hospital-wide groups as the Executive Committee of the Medical Staff and such national groups as the Defense Health Board. Qualifications The educational and professional qualifications include that the Contractor must: 1. Have a full and unrestricted license to practice medicine in any state within the United States; 2. Be certified in an American Board of Preventive Medicine Specialty; 3. Upon offer and acceptance of this contract be credentialed and privileged by EOVAMC. Qualifications must be approved by the Professional Standards and Credentialing Board, Clinical Executive Board and Director, EOVAMC. The qualifications of the Contractor will also be subject to review and approval, in advance of credentialing, by the Chief of Staff or designee; 4. Demonstrate competence in administering to different age-related needs of patients and in providing age-specific appropriate care; 5. Be proficient in spoken and written English as required by 38 U.S.C. 7402(d), 7407(d); 6. Be computer literate, as patient documentation is directly input in the patient's electronic medical record. Contract personnel must apply for access to the EOVAMC Intranet system and demonstrate competence in accessing healthcare system policies and other key documents archived on the VA Intranet. The position requires that the successful contractor/contractor employee have flexibility in terms of hours and days available per week. At a minimum, 20 hours per week will be required and at times the workload and responsibilities of the Contractor will require 40 hours per week. Days worked per work are flexible. Contractor will also be required to be available for consultations while not at the WRIISC, consistent with being in a management position. In addition, the Contractor must also have the flexibility to be able to respond to the varying needs of the WRIISC as they arrive, regarding deadlines, meetings, conferences, travel, etc. Contractor will also be required to perform exposure evaluations as needed on WRIISC clinical days, i.e., Monday, Tuesday, and Wednesday. Contractor will then participate in the pre-summary meeting of the team that evaluated the veteran and then the summary meeting of the team with the veteran. The workload of the WRIISC is expected to continue to increase for the foreseeable future. In 2005, the WRIISC conducted approximately 41 comprehensive evaluations of OEF and OIF veterans. In 2006 that number grew to over 120 evaluations, and 164 evaluations in 2007. VA Central Office has funded the WRIISC to double the size of the clinical program. The Contractor is expected to keep abreast of all activities at the WRIISC under his/her purview. He/she will meet regularly with the Director of the WRIISC to review his/her priorities and time expenditures. Both educational and research activities are required under this contract. The Contractor will participate in WRIISC related educational programs and WRIISC related research activities as appropriate and as approved by the Director of the WRIISC. In addition, the Contractor shall attend educational programs both to represent the WRIISC and to further his/her knowledge of WRIISC related subjects, also as approved by the Director of the WRIISC.
