Description

Reference is hereby made to Solicitation # VA-249-08-RP-0104 for providing Compensation and Pension Exams for Mountain Home VAMC and Knoxville Outpatient Clinic, Tennessee. The following changes are hereby incorporated into this amendment: 1. Delete in its entirety all references to comprehensive examinations and or comprehensive general medical examinations. 2. The estimated quantity for Detailed Examinations is hereby changed from 300 to 520 exams per year. (Estimated 312 Exams p/ year for Mountain Home VAMC location and 208 estimated Exams per year for Knoxville Outpatient Clinic) 3. Delete all references to Bath VA Hospital or Bath, NY, or all references to the Bath, NY VAMC. 4. Delete in its entirety the sentence on page 3, as follows: Compensation & Pension Exams: Contractor shall provide a total of up to 24 hours per week of C&P coverage at the Bath VA Hospital as described in the Scope of Work." 5. Delete in its entirety the paragraph identified under Fee Schedule on Solicitation page 3 and replace it with the following: Provide Detailed Compensation & Pension Exams for two VAMC locations. Detailed examinations are mental health, opinion only exams, and aid and attendance exams related to a mental health diagnosis. Detailed Examinations are limited to specific conditions without review of other systems, but requiring examination based on three or less examination worksheets. 6. Delete in its entirety the paragraph 4.1 under Scope of Work on Solicitation page 7, and replace it with the following: The Contractor shall provide, based on specific VA request, detailed examinations (mental health), opinion only exams, and aid and attendance exams related to a mental health diagnosis. Specialists need not conduct all examinations unless specifically requested on an individual case basis by the VA Non-specialist. This contract does not include audiology, dental, ophthalmology, and psychiatric examinations. 7. Paragraph 4.2: Replace 5 examinations/ evaluation per week to estimated 10 exams per week (estimated 6 exams per week @ Mountain Home VAMC and estimated 4 exams per week at Knoxville Outpatient Clinic). 8. Delete in its entirety paragraphs 5.2, 5.3, and 7.4 under Scope of Work on Solicitation pages 7 and 8. 9. Delete in the first sentence in paragraph 11.1 under Scope of Work. 10. Paragraph E.3 FAR 52.212-2: Add the following: Technical evaluation subfactors are equal in importance. 11. Under ADDENDUM FAR 52.212-1 Part II. TECHNICAL PROPOSALS: Delete the following in its entirety: The offeror shall submit: The following are suggestions for Offeror's to consider when preparing technical proposals to address the evaluation criteria of the solicitation. These suggestions are not required to be addressed and will not be evaluated as subfactors of the evaluation criteria. These suggestions are in no particular order of priority. 12. Under ADDENDUM FAR 52.212-1 Part II. TECHNICAL PROPOSALS: Factor 2 - Technical Capabilities delete the following paragraph: Describe the offeror's length and breadth of experience in providing healthcare. List education and certifications and provide copy of license. 13. Under ADDENDUM FAR 52.212-1 Part II. TECHNICAL PROPOSALS: Factor 2 - Technical Capabilities add the following paragraph: The evaluation subfactors are as follows: A. Experience: List Proficiency to complete exams as determined by demonstrated/documented clinical experience with a veteran population, and with trauma-survivors. B. License: Provide copy of Tennessee state - Licensed Clinical Psychologist in good standing For clarification purposes, this requirement is for compensation and or pension exams by a Licensed Clinical Psychologist in good standing.
