Description
ACA, Directorate of Contracting at United States Military Academy, West Point, New York intends to issue a solicitation for the relocation of USMA Library contents to a newly constructed building. Contractor shall furnish all supervision, labor, ma terial, and equipment necessary to accomplish relocation of library contents of Building 757 to Jefferson Hall at the United States Military Academy, West Point, New York to include Collections, IT Equipment and office furniture. Relocation of Collection includes segregation and integration. The following summary of work is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of work. A complete Statement of Work will be pr ovided when the solicitation is issued. It is expected that the Contractor will attend the site visit and thoroughly familiarize himself with the project. The work requirements under this solicitation will include, but are not limited to, the fol lowing: Relocation of Library includes Collection, IT Equipment and Office Furniture. 1. A portion of the book collection about 25,000 volumes shall be relocated from the library annex, Building 2101 to Jefferson Hall and be interfiled wi th the books from the USMA Library. 2. Approximately 300,000 books from the collection designated as the circulating collection shall be relocated to Jefferson Hall. The books shall be placed in shelf list order on shelves located on floors 3, 4, and 5 in Jefferson Hall. 3. Approximately 30,000 bound periodicals located in the basement of Building 757 shall be relocated to 2nd floor in Jefferson Hall. 4. Approximately 7,000 reference books located on the 1st floor of Building 757 shall be relocate d to 2nd floor in Jefferson Hall. 5. Approximately 5,000 linear feet of government document material located on the 2nd floor of Building 757 shall be relocated to 2nd floor in Jefferson Hall. 6. Microfilm reels, microfiche and microfiche cabinets lo cated in the Moore Wing, 1st floor shall be relocated to 2nd floor in Jefferson Hall. 7. Approximately 250 linear feet of media including: VHS tapes, DVDs, CD recordings located on the 1st and 3rd floor of Building 757 shall be relocated to the 2nd flo or in Jefferson Hall. 8. All servers, peripheral equipment, scanners in public areas and other electronic equipment located in Building 757 shall be relocated in Jefferson Hall. 9. Electronic equipment and office furniture from employee work stations to include: personal computer, monitor, keyboard, mouse, printer, scanner located in Building 757 to be relocated to designated locations in Jefferson Hall. No networking is required. 10. Furniture specified as the Memorial Ring Case located on the 1 st floor of Building 757 shall be disassembled and reassembled on the 2nd floor in Jefferson Hall. 11. Furniture specified as rectangular work tables and conference room tables located on the 1st and 2nd floors of Building 757 shall be relocated to 1st floor in Jefferson Hall. Period of Performance: Contractor period of performance 1 July 2008 through 21 July 2008. Working Hours: Normal hours of work shall be between 7:00 am and 7:00 pm, Monday through Friday, excluding any Governme nt holidays. This acquisition is 100% set aside for small business concerns. All responsible small business concerns may submit a proposal that shall be considered by the agency. The NAICS Code for this procurement is 484110. The small bu siness size standard with average gross revenue not exceeding $23.5 million for the last (3) three years. This requirement is being issued subject to availability of funds. The solicitation will be issued on or about 5 February 2008. A sit e visit will be conducted date and time will be stated in the solicitation. The solicitation will be made on a best value basis. Access to the s olicitation package to include the specifications will only be available to prospective offerors via Federal Business Opportunities (FedBizOpps) website at http:www.fbo.gov. All questions should be submitted in writing via email to the above. Prospective offerors are cautioned concerning their responsibil ity to access the website for any amendments that may be issued under the RFQ . There will be no advance notification of amendment issuance. Prospective offerors are advised to consult the website frequently to check for any amendments. Amendments may b e issued up until the proposal due date. Failure to acknowledge amendments may render your proposal ineligible for award. To receive awards resulting from solicitations issued after May 31, 1998, your company must be registered in the DOD Central C ontractor Registration (CCR) database. Contractor may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Prospective contractors shall also complete electronic annu al representations and certifications at http://orca.bpn.gov in conjunction with required registration in the CCR database.
