- The US Army Communications-Electronics Life Cycle Management Command intends to procure Technical Data, Training, and Special Test Equipment for the KIV-77 Crypto appliqu?. It is anticipated that a Cost-Plus-Fixed-Fee modification to Contract Number W15P7T-04-C-K402 will be awarded on a sole source basis to Raytheon Network Centric Systems, 1300 East Joppa Road, Baltimore, MD 21286 under the authority of 10 U.S.C. 23041(c)(1) Only One Responsible Source, as implemented by FAR 6.302-1. Only Raytheon Ne twork Centric Systems possess the required in-depth knowledge of the KIV-77 design and detailed technical data, software and algorithms, which are needed to meet the Governments requirements. Therefore, Raytheon Network Centric Systems is the only contr actor that possesses the requisite in-depth technical expertise, experience and knowledge of the system design to meet the Governments requirements. This synopsis is provided for informational purposes and is not to be considered a request for proposal. However, all responsible sources may submit a proposal, which shall be considered by the agency. Solicitation Number W15P7T-08-R-P418 is assigned for reference purposes. The contract modification is estimated at $1.1M. The U.S. Army C-E LCMC has establishe d the IBOP website as part of the Army's Single Face to Industry, to allow electronic posting of Solicitation for Request for Proposals (RFP) Request for Quotations (RFQ) and Invitation for Bids (IFB) from C-E LCMC to Industry. All parties interested in do ing business with C-E LCMC are invited to access, operate, send and receive information from the IBOP at https://abop.monmouth.army.mil. See Note 22 and 26.
