Description
Sources Sought No. W912HY-08-S-0006 Project Title Boat Canopy, Fort Brown Border Station. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Administration (SBA), 8a, (H UBZone) Small Business, and Service Disabled Veteran- Owned Small Business firms relative to the North American Industry Classification Code 236220 (Commercial and Institutional Building Construction) which corresponds to SIC 1542. The Small Busine ss Size Standard is $31Million. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. The Government anticipates awarding a Firm Fixed Price Contract. The estimate d construction price is between $100,000 and $250,000. Project Information The project involves the construction of a Boat Canopy and includes drilled piers, concrete work, asphaltic paving, erection of structural steel, demolition, constructio n of a pre-engineered metal roof, relocation of utilities, lighting, lightning protection, electrical work, testing of construction materials, and surveying for the construction of a boat Canopy at the Fort Brown Border Station, Brownsville, Te xas. The mailing address is U.S. Army Corps of Engineers, Galveston District, 2000 Fort Point Road, Galveston, TX 77550. Responses must be received no later than 2:00 P.M. central standard time, on February 4, 2008. The f ollowing information is required: 1. Name of firm with address, phone, fax, e-mail address, and point of contact. 2. State if your company is a Federal Certified, Hubzone Small Business, or Service-Disabled Veteran- Owned Small Business.<B R> 3. State whether your firm can provide a Bid Bond (20% of total bid amount), 4. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for Federally Certified HUBZone Small Business, or Service- Disabled Veteran-Owned Small Business. Note: (1) if the decision is made to Set-Aside for Service Disabled Veteran-Owned Small Business, the contractor shall be required to perform in accordance to Federal Acquisition Regulation (FAR) 52.219-14 Li mitation on Subcontracting (b) (3) states The concern will perform at least 15 percent of the cost of the con tract, not including the cost of materials, with its own employees. Note: (2) If the decision is made to Set-Aside this procurement f or HubZone Small Business, the contractor, shall be required to perform in accordance to 13 Code of Federal Regulation (CFR) SUBPART 126.700. (a) A qualified HubZone Small Business receiving a HubZone contract for general construction must perform at least 50% of the contract either itself, or through subcontracts with other qualified HUBZONE Small Business concerns. The Contractor shall provide Performance and Payment Bonds within five (5) calendar days after award. The contractor sh all begin work within five (5) days after acknowledgement of the Notice to Proceed. 5. Qualifications: Responses to this sources sought synopsis shall indicate specialized experience in the Design and installation of metal buildings. <BR >6. Submission Requirements: Firms submitting responses shall present their information in a matrix format showing relevant contracts that are similar in s cope that they have performed. The matrix shall show the most recent, up to five projects, that prove you can meet each qualification criteria listed above, with contract number, project location, description of work requirements, contact and phon e number for each effort, etc. Proof of the Small Business Administration (SBA) registration HUBZone Service- shall be provided with this response. Firms responding to this sources announcement, who fail to provide ALL of the required info rmation requested, will not be used to help the Government make the acquisition decision, which is the intent of the sources sought announcement.
