- The 1st Information Operations Command (Land) (1st IO Command) anticipates the need to acquire support services to support the full range of tasks and responsibilities entailed in the 1st IO Commands full-spectrum IO mission. Among these responsibi lities are systems and electronic engineering, systems integration, operations management, scientific applications, program management, technical advice and assistance in garrison and deployed environments, as well as providing administrative support. This Request for Information is to solicit industry comments/feedback regarding the proposed Statement of Objectives (SOO) and Sections H, L and M of a future Request for Proposals. Industry comments only are requested. Questions will not be entertained. Furthermore, the release of this notice in no way obligates 1st IO Command or the US Government to release an RFP or make an award of any type. The 1st IO Command is utilizing the capabilities provided by the National Reconnaissance Office (NRO ) Acquisition Center of Excellence (ACE) to support the acquisition of Full Spectrum Support Services. The 1st IO Command (Land) will be conducting all exchanges with industry prior to receipt of proposals in accordance with FAR 15.201(c) using the ACEs Acquisition Research Center (ARC) website. The URL for the ARC website is: https://arc.westfields.net. In order to access the 1st IO Command acquisition website on the ARC, users must first register and create an account. This is accomplished by selecting the Create New Account button on the ARC homepage, and then providing the required information on the registration page. Once registered, interested parties can view the contents on the 1st IO Command acquisition web page, including Announceme nts, Requests for Information, etc., by selecting INSCOM 1st IO from the Open Source listing. 1st IO Command will also be hosting a Reading Room at the ACE Regional Center in Chantilly, VA. Interested parties will be able to view classified and u nclassified documentation that is relevant to the 1st IO Command acquisition by appointment only. Visitors to the Reading Room must possess a current SECRET clearance. To schedule a visit to the ACE Regional Center, interested parties must pass appropria te security information to Ms. Gretchen Powell at (703) 961-3032. Once security clearances have been verified, a 1-hour appointment may be made with the Regional Center manager, Ms. Aislyn Epperson at (703) 961-3033. Documentation may not be downloaded or printed. Notes may be taken by visitors, and may be hand-carried back to their facility only if the courier has an approved container (e.g., double-locked bag) and a courier authorization letter from their security officer stating that they are authorize d to hand-carry classified materials. The ACE Regional Center is open from 0800 1700 Monday through Friday. The 1st IO Command Reading Room will be available beginning (TBD).
