- Description
- The Naval Surface Warfare Center Panama City Division, Panama City, FL (NSWC-PCD) intends to issue a sole source purchase order to the Parvus Corporation, 3222 S. Washington St., Salt Lake City, UT 84115. The Naval Surface Warfare Center Panama City (NSWC-PC) has a requirement for four (4) each DuraNET 2955 Ruggedized Cisco 2955 Catalyst Switches and two (2) each MIL-C-38999 to RJ-45 and DB-9 connectors? starter cable sets. The equipment being procured was specifically designed for use in the Remote Mine hunting System (RMS) Multiple Vehicle Communication System (MVCS). The items being procured are only available from Parvus for the following reasons. Parvus has already developed and tested the commercial-of-the-shelf (COTS) equivalent Cisco unit that we are currently using for testing. Development time for another vendor to ruggedize this component would take six to nine months which would have a negative impact on the MVCS project schedule. In addition, this wo uld result in increased cost for another vendor to develop an equivalent unit. This unit was selected because it conformed to the Navy?s size/weight/heat restrictions. Selecting Parvus? ?off the shelf? design will insure that the components arrive on time and will not delay the integration of MVCS and a program of record aboard the Littoral Combat Ship. Altering this device selection would affect any current development, which would adversely affect ship delivery. Drawings have already been provided to facilitate a smoother integration with the MVCS hardware. This item represents the minimum capabilities required to meet the scope of the project and best mimics the COTS functionality. Use of another company?s equipment may introduce new or change existing parameters that may do more harm than good to existing equipment. The Request for Quote (RFQ) number is N61331-08-T-3507. Simplified Acquisition Procedures is the method of award for this procurement. The NAICS code is 334419 with size standard of 500 employees. The order shall be firm fixed priced. The expected award date is 6 February 2008. Delivery will be to the Naval Support Activity Panama City, Receiving Officer Building 100, 101 Vernon Avenue, Panama City, FL 32407-7001. Delivery terms for this requirement are FOB Destination. A number note of 22 applies to this requirement. In order to be eligible for award firms must be registered in the Central Contractor Registry (CCR). Vendors may obtain information on registration in the CCR by calling 1-888-227-2423, or via the Internet at http://www.ccr.gov. Please note that defense payment office may not make payment unless the contractor is established to receive electronic funds transfer (EFT). EFT payments are based on the contractor?s EFT information contained in the CCR database. The NSWCPC has implemented Electronic Commerce (EC) in the acquisition area. Therefore, this synopsis and any applicable amendments will be available at http://nswcpc.navsea.navy.mil/contracts/ztable/open_actions.html.
