Description
NAICS Code: 511120 The Office of Information Analysis and Access (OIAA), Information Access Division (IAD) of the Office of Environmental Information (OEI) intends to award a sole source purchase order to Elsevier, Inc. of New York, NY. This is a one year website license renewal for continued U.S. EPA-wide access to over 180,000 on-line scientific journals. Elsevier is the only source that provides full desktop access, search, browse, and viewing of these science journals, which are licensed products of Science Direct. At this time, Science Direct has not released the rights for electronic submission of its journals to any other publisher or distributor. This noncompetitive action will be processed in accordance with FAR 6.301-1 (Only one responsible source and no other supplies or services will satisfy the Agency requirements). IAD plans issue this requirement as a firm fixed price purchase order utilizing simplified acquisition procedures, which will be awarded to Elsevier. THIS IS NOT A REQUEST FOR QUOTATIONS. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed in writing via e-mail to blanding.donna@epa.gov by January 29, 2008. Telephone inquiries will not be accepted. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
