- This Sources Sought Synopsis is part of an Acquisition Market Research Analysis. The analysis will determine the extent competition will apply to the planned acquisition process. THIS IS NOT A REQUEST FOR PROPOSAL SUBMISSION. This is a market research tool to determine the availability, interest, and adequacy of potential sources to perform as the INTEGRATOR of a Performance Based Logistics (PBL) contract for maintenance and overhaul of J85 reparable engine components. The PBL contract will require a Performance Based Agreement (PBA) establishing a partnership between the integrator and a government maintenance source for performance of the maintenance and overhaul ??touch labor??. The integrator shall be responsible for providing maintenance and overhaul services to include: ?X Contractor Furnished Material for the latest configuration components, ?X Program unique Contractor Furnished Equipment, ?X Reliability data collection, and ?X Technical analysis and coordination of reliability data with the government program office. The value of the anticipated PBL contract is expected to be a minimum of $170 million (FY07 dollars) over a ten year period. The government plans to distribute equal firm-fixed-price payments per unit time over the PBL contract life. It is anticipated in an attempt to maximize profits; the integrator will make capital investments on reliability enhancements at the beginning of the contract in order to reduce necessary maintenance expenditures in the later part of the contract. Firms interested in responding to this announcement shall submit written synopses of their experience and capability to perform the tasks of an integrator as described above. The firm must provide sales history for the last five years. All parties are asked to provide a telephone number, an e-mail address, and a facsimile number in their response. Information marked ??Proprietary?? will be protected and will not be divulged unless mandated by existing laws. The Government will neither award a contract solely on the basis of this notice, nor will it reimburse the contractor for any costs associated with preparing or submitting a response to this notice, except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.
