DESCRIPTION: The U.S. Coast Guard intends TO PROCURE CONTRACTOR SERVICES TO PROVIDE TECHNICAL TRAINING FOR COAST GUARD PERSONNEL IN ACCORDANCE WITH THE SOW. This notice is a solicitation for a commercial SERVICE in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition is on a(n)UNRESTRICTED. HOW TO RESPOND: In order to compete for this project, interested parties must demonstrate that they are qualified to perform the work by providing a brief (20 pages or less) Technical and Cost Proposal by 12:00 PM, ET, JAN 24, 2008. Cost Proposal: provide Firm Fixed-Price. Offerors must submit proposal to Baptistia Albino, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to Baptistia.Albino@uscg.mil are PREFERRED, and must be timely. Proposal Evaluation Criteria: Technical Specifications, Price and Past Performance. Questions about this requirement must be in writing and submitted by fax or e-mail. Telephone inquiries are strongly discouraged. All inquiries must include the solicitation number, your full name, organization name, address, phone and fax numbers, and must be received by 16:00 PM ET, JAN 18, 2007. It is the responsibility of the Offeror to ensure the proposal is received by the date and time shown above. BACKGROUND: The International Procedures course provides Coast Guard Pilots with the ICAO rules, Worldwide RVSM, regulations and standards, flight planning, entry requirements, oceanic flight procedures, customs, security, navigation, communications, enroute and terminal procedures. II. SCOPE: To provide Coast Guard pilots with International Procedures Training. III. APPLICABLE DOCUMENTS: The following documents form a part of the statement of work to the extent specified herein. Where the exact issue of a document is specified, only that issue shall be used. Otherwise, the current issue as of the date of the request for proposal is applicable: a. Federal Aviation Regulations Federal Aviation Regulations Part 61; Certification: Pilots and Flight Instructors Federal Aviation Regulations Part 121; Certification and operations; domestic, Flag, and supplemental air carriers and commercial operators of large aircraft Federal Aviation Regulations Part 141; Pilot Schools b. Non-government documents IV. REQUIREMENTS: a. All training shall be conducted at Air Station Elizabeth City. b. Course Language: The training shall be conducted in English using standard aviation nomenclature. f. Methodology of Instruction: Classroom instruction shall be conducted by the traditional lecture method. The instructor shall use a variety of training aids. Instructor centered learning requires that the instructor always be in the classroom actively presenting material and leading discussions. Simulator instruction shall comply with Federal Aviation Regulations 121.409. g. Additional Flight Simulator Time: Additional simulator time will be provided. IX. INTERNATIONAL PROCEDURES INITIAL: a. Objective: To familiarize the student with the requirements for flying in oceanic and international airspace in accordance with ICAO rules and regulations. b. The course shall include, but not be limited to: (1) ICAO rules (2) Worldwide RVSM (3) Flight planning (4) Entry requirements (5) Oceanic flight procedures (6) Customs / Agriculture (7) Security (8) Navigation (9) Communications (10) Enroute & terminal procedures (11) MNPS/RVSM operations for North Atlantic (12) RNP10 operations for Pacific (13) BRNAV/PRNAV operations for Europe c. The classroom instruction shall consist of at least twenty hours of instruction, no more than eight hours a day, not to exceed three (3) days in duration d. Trainee/Instructor Ratio: The trainee/instructor ratio shall be no more than eighteen to one for all classroom sessions. X. INTERNATIONAL PROCEDURES RECURRENT: a. It is assumed that the trainee has previously completed International Procedures Initial Training and therefore the same material may be presented in an abbreviated review fashion. b. The classroom instruction shall consist of no more than 8 hours of instruction, not to exceed one (1) day in duration. **TRAINING IS TO BE HELD THE LAST WEEK OF FEBRUARY WITH AN OPTION FOR AN ADDITIONAL COURSE THE LAST WEEK OF JULY.** 2. Paragraph IV contains subparagraphs a. b. f. g. Are there missing subparagraphs that further explain contract requirements? Answer: Numbering error. 3. Paragraph IV f. contains the sentence: Simulator instruction shall comply with Federal Aviation Regulations 121.409. Are there requirements for simulator training? Where are the simulators located? What aircraft type(s) and model(s) require simulator training? Answer: No simulator training required ? classroom instruction only. 4. Paragraph IV g. states: Additional Flight Simulator Time: Additional simulator time will be provided. To what does this paragraph refer? Answer: Error- No simulator training required ? classroom instruction only. 5. Paragraphs V-VIII have been omitted from the solicitation. Are there additional requirements, data or instructions contained in those paragraphs? Answer: Numbering error. 6. Initial training is scheduled for February 19-21. Will the Recurrent Training also be conducted during that time frame? Specifically, this seems to imply a need for two instructors if the Initial and Recurrent are held simultaneously. Is that the intent? Answer: Would not be a separate class - the student attending refresher training will sit in the same class as Initial Training - full three day period.
