- Description
- The Federal Aviation Administration (FAA) has a requirement for the upgrade of certain avionics equipment, 20 each, Inertial Reference Units (IRU's), Part Number HG2100AB06 to HG2195 Special Mission IRU's with an Integrated Vertical Acceleration (IVA) output. The parts are to be installed on the FAA's fleet of Beech-300 Flight Inspection aircraft. These parts are required to support the modernization of the FAA's Airborne Flight Inspection System (AFIS). The aforementioned equipment is critical to the safe operation of the National Air Space (NAS) and has a direct impact on the safety of the flying public. The only known vendor of the above part(s) is Honeywell Defense and Space. Honeywell is the original equipment manufacturer (OEM) and holds the proprietary data rights for the above parts. The government does not have the test capability, evaluation criteria, or technical documentation available to make a determination of acceptability of replacement parts by any other manufacturer. In addition, this requirement is a single source because the FAA is installing this equipment on their Beech-300 Flight Inspection Aircraft. As such all component parts must be type certificated in accordance with Federal Aviation Regulation procedures set forth under Certification Parts 23, 25, 27 and 29 which states "For new, amended and supplemental type certificates (STC) under 14 CFR Parts 23, 25, 27 and 29, the cognizant FAA Aircraft Certification Officer (ACO) will issue special conditions that require the applicant comply. Only parts that have the required STC certification can be installed on the aircraft. Therefore, to receive consideration as a possible source for the above parts, any interested party must provide in writing, proof of authorized access to the proprietary data necessary for entire upgrade and manufacture of the equipment which includes: hardware and software, software modification and verification, any hardware retrofit, configuration management, acceptance testing and delivery and STC certification. The FAA does not have specifications or drawings. The contractor must have access to the original equipment manufacturer's (OEM) specifications and drawings. Potential sources must provide documentation to the FAA showing proof of rights to use the data from the OEM. Statements that data will be obtained or that specifications or drawings will be developed are not acceptable. Only those responses providing the required documentation in response to this market survey will be considered prior to further action by the FAA. Vendors must respond directly to the contract specialist identified below.
