- Description
- The Sustained Yield Restoration Stewardship Project is located within the Lakeview Federal Sustained Yield Unit, on the Lakeview, Bly, Paisley and Silver Lake Ranger Districts, Fremont-Winema National Forest. This project is a ten year indefinite-delivery, indefinite-quantity, not to exceed approximately 22 million dollars. The awarded contractor shall provide a variety of services intended to provide a framework for implementing watershed, forest and rangeland restoration and fuels reduction projects. These projects address identified resource needs while serving to promote the goals of the Lakeview Federal Stewardship Unit as detailed in the Long-range strategy for the Federal Stewardship Unit, November, 2005. The overall objectives of the project are to improve and protect the vitality and resiliency of forest and range ecosystems to threats from fire, disease and invasive and noxious species. Objectives also include maintaining soil productivity and the use of prescribed fire or vegetation removal to promote healthy forests and rangelands; water resources including watershed health and productivity, water quantity and quality; Habitat for wildlife and fish; Air quality, including minimizing air quality impacts by removing excess biomass before the introduction of fire; and The commercial value of forest biomass for producing electric energy and other beneficial uses. The project also reduces hazardous forest fuels on federal lands; fire hazards to private lands, at-risk communities, and municipal water supplies; and Prevalence of noxious and exotic plants and promote reestablishment of native species. The project location consists of the lands within the Lakeview Stewardship Unit, Lakeview Federal Sustained Yield Unit, on the Fremont-Winema National Forests. The Stewardship Unit encompasses the community of Lakeview, Oregon. The contractor shall furnish all labor, equipment, supervision, transportation, and supplies to perform all work under the awarded contract. This stewardship contract would be the mechanism used to implement treatments or activities such as: 1. Improve forest health and ecological function of late-successional forest through vegetation treatments; 2. Manage vegetation to improve composition, structure, condition, and health of stands, or to improve wildlife habitat or reduce fire hazards; 3. Remove biomass to reduce fuel hazard; treat existing hazardous fuels; 4. Conduct prescribed burns to reduce fuels, enhance forest and rangeland ecosystems and enhance wildlife habitat; 5. Restore and maintain watershed function, connectivity and ecological diversity, including native plants, fish and wildlife habitat; 6. Maintain, establish, or create fish structures. 7. Place large woody debris in streams to provide vegetative cover and improve water temperature, plant riparian vegetation and stabilize stream banks; 8. Promote soil productivity, water quality and sustainability of other resources; 9. Control of invasive species and re-establish native species through natural re-colonization or active management, seeding, planting, release etc; 10. Manage Road and Trail system for improved water quality, hydrologic function and forest health while meeting the social, cultural and economic values of the community; 11. Road maintenance to maintain or restore water quality, closures or decommissioning to prevent erosion and sedimentation, and disturbance to wildlife; 12. Construct guzzlers or other water catchments to improve use and utilization of wildlife habitats; 13. Restore meadows by removing encroaching conifers and introducing fire, plant riparian vegetation as necessary; 14. Restore aspen stands that are in declining health. 15. Restore wetland function and processes; 16. Maintain and promote recreational uses that are compatible with watershed health; 17. Maintain/refurbish existing established land lines if needed to complete other work items in a stewardship contract; 18. Develop and conduct multi-party monitoring per Stewardship Authority. This project is being issued as a full and open competition. An electronic copy of this solicitation will be posted at this web site on or about November 2, 2007.
