Description
Amendment Notice: The purpose of this amendment is to 1)answer clarification questions that were posed by potential offerors and are listed below; 2)to add the SF 1449 (Attachment 1) to the solicitation package as the cover sheet for offeror submissions. The SF 1449 may be obtained by sending an email request to jennifer.springer@dhs.gov; and 3)The current response date for this submission has been changed to 01/25/2008. Question 1: Is there a current contractor? Answer 1: Yes Question 2: If so, what was the previous award amount? Answer 2: The amount was $6,520.69. Question 3: Was the previous award for the same period as the current RFQ? Answer 3: No. The current award is for 30 days. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is HSTS01-08-Q-RES901 and is issued as a request for quote (RFQ), unless otherwise indicated herein. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 05-17. The associated North American Industrial Classification System (NAICS) code for this procurement is 561720 with a small business size standard of $15 million. This requirement is a [Small Business] set-aside and only qualified small business offerors may submit quotes. The solicitation package can be obtained by emailing jennifer.springer@dhs.gov. The solicitation will start on the date of this posting and will end on 01/24/2008 at 12:00 noon Eastern Time. The DHS-Transportation Security Administration intends to award a fixed-price purchase order for a base period of six months to include nine (9), six-month option periods for janitorial and extermination services for TSA-occupied space at the Chicago O'Hare International Airport (ORD). This award is set aside for small business. As a small business, you are invited to participate in this procurement. In order to participate, the offeror shall hold a current valid security clearance and be cleared to do business at ORD. For complete offeror instructions, refer to clause TSAAMS 3.2.2.5-1 (see Attachment B). The following attachments are available upon request: Statement of Work (Attachment A) Clauses (Attachment B) Department of Labor Wage Determination (Attachment C) Instructions for the submittal of Representations and Certifications(Attachment D) Pricing Sheet(Attachment E) Description of ORD leased space (Attachment F) Deadlines: Quotes are due by Thursday, January 24 at 12:00 Eastern Time. Submissions must include a completed copy of Attachment D, any exclusion under clause TSAAMS 3.6.4-10 (see Attachment B.), and three (3) contract references, to include a point of contact, phone number and title and as detailed below. Accordingly, please note that, unless otherwise specified herein, to the extent required by applicable regulations and/or guidelines, award will be made to the responsible Seller whose offer conforming to the solicitation will be most advantageous to the Buyer determined by assessment and trade-off analysis among non-price and price factors. Evaluation: The following factors will be evaluated and are ranked in order of importance: 1) Proof of current valid ORD security clearances, 2) Relevant and similar experience, 3) Quality of work performed and 4) Price. 1) Proof of current valid ORD security clearances and: Offerors shall provide proof of a valid security clearance by submitting a copy of your City of Chicago and Department of Aviation Bagged and Signatory form with an active badge number. The ability to provide proof of security clearances will be evaluated on a pass/fail basis. 2) Relevant and similar experience: Offerors are required to provide three references with a brief description of previous janitorial projects of similar size and complexity. For all references submitted, ensure that the company names, names of points of contact, their title, E-mail addresses, and telephone numbers are correct. The Government will not make repeated efforts to contact the references if the information is incorrect. References should be notified by the offeror that their names have been submitted and that the TSA may be contacting them. 3) Quality of work performed: The quality of work performed will be based on information gathered from the three references. The Government reserves the right to use outside sources to gain additional information pertaining to this evaluation factor. Items 2 and 3 will be rated using the following adjectival ratings: Exceptional, Good, Acceptable, and Unacceptable. Offerors without prior Government experience are not disqualified from submitting responses; however, any firm without prior Government experience is hereby made aware that Government experience will be considered a strength when evaluating quotes. Additionally, firms with no prior experience (Government or private) will be rated as ?neutral? for this evaluation factor. Offerors must receive an ?acceptable? or above rating in Relevant and similar experience. 4) Price: Price reasonableness will be based on the total proposed price of the base period of performance and all option periods of performance. Options are not guaranteed (see Clause 3.2.4-35.) Each Offeror must provide all required, price and non-price responses (e.g. proof of an active ORD security clearance, and three references) directly to jennifer.springer@dhs.gov. Clarification: You may submit questions via email to jennifer.springer@dhs.gov by 01/22/2008 no later than 12 noon EST. The government anticipates posting an amendment on 01/23/2008 to answer all clarification questions via amendment to Fed Biz Opps. CCR Requirement Offerors must be registered on Central Contractor Registration (CCR) before an award could be made to them. If the offeror is not registered in CCR, they may do so by going to the CCR web site at http://www.ccr.gov.
