- Description
- The Centers for Medicare and Medicaid Services (CMS) intends to award, under Simplified Acquisition Procedures, a sole source purchase order to, The National Quality Forum (NQF), 601 Thirteenth Street, NW, Suite 500 North, Washington, D.C. for the following services, under NAICS Code 813920: CMS is requesting the NQF to provide CMS measurement endorsement expertise as it relates to the endorsement of clinical measures used in CMS?s pay for reporting and Value Based Purchasing (VBP) programs. The National Quality Forum (NQF) is the only national consensus-based endorsing body for standards and measures used for public reporting of health care performance. NQF was created to implement a national strategy for health care quality measurement and reporting. As a result it is intimately involved in all of CMS?s implementation requirements related to measurement. CMS currently uses only NQF endorsed measures in its Quality Improvement Program, in Demonstrations, in Hospital and Home Health pay for reporting, and on its 4 consumer Compare websites. The purpose of this requirement is to procure the services of a NQF analyst who has experience and knowledge of national priorities for consensus standards, the NQF endorsement process and NQF projects related to measurement development; and has the skills to (1) monitor, implement, and revise as necessary the current CMS measurement development and implementation plans as outlined in the Strategic Plan for Quality Measurement to ensure successful coordination of CMS measurement development processes with NQF consensus project timelines, (2) conduct analysis and other considerations of quality measurement development and maintenance issues of concern to CMS in relation to other quality measurement stakeholders/entities, (3) keep CMS/OCSQ/QMHAG management and staff apprised of NQF projects and products and how CMS and other measurement stakeholders can continue to optimally align efforts. The period of performance shall be 9 months from the date of the purchase order award. The purpose of this synopsis is to determine if any other source(s) are able to provide the services outlined herein and announce the Governments intent to solicit NQF on an other than full and open competition basis if no other responsible source is identified. All responsible sources may submit a response, which, if received timely, must be considered by the agency. Expressions of interest and statements of capabilities must be emailed to phillip.harrell@cms.hhs.gov. Statements of capabilities must be received within 5 days from the published date of this notice. In addition, all interested contractors must be registered with the Central Contractors Registration System (CCR) at www.ccr.gov.
