Description
The Federal Emergency Management Agency (FEMA) is seeking to acquire medical services for the operation of two medical units located at the FEMA Mt. Weather Emergency Operations Center (MWEOC), Mt. Weather, VA. The services include supplying appropriate staff and pharmaceuticals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-17. There is no set-aside for this procurement. The NAICS Code applicable to this RFP is 621111. The small business size standard is $9.0 million. Evaluation of offers will be made based on the following in order of importance: 1) staffing plan with qualified personnel; 2) pharmaceutical inventory management plan; 3) demonstrate understanding of the Statement of Work; 4) past performance; and 5) price. The Government will make one award for a base and four option years resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contractor must meet all the requirements detailed within the solicitation. Technical is of greater importance when compared to price. The government will utilize source selection procedures IAW FAR Subpart 15.3 for making an award. The Request for Proposal (RFP) release date is January 28, 2008, and will only be provided electronically through FedBizOpps web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.eps.gov. Potential offerors who download a copy of the solicitation may register at FBO to automatically receive emailed notification concerning issued amendments to the solicitation. Registration is optional. You may still view amendments without registering. Registration for the solicitation, however, does not release bidders/offerors from the responsibility of checking the solicitation daily for amendments. PROPOSAL PREPARATION INSTRUCTIONS: The provision at 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition. Successful contractor(s) must meet all of the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). No telephone requests for the solicitation package will be accepted. A site visit is tentatively scheduled for February 05, 2008. The due date for submission of offers is currently February 25, 2008, at 5:00 p.m., EST. No electronic proposals will be accepted. A written notice of award or acceptance of offer, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party.
