Description
Due to the expiration of the Test Program for Certain Commercial Items, the United States Coast Guard Maintenance & Logistics Command, Atlantic intends to issue a Request for Proposal (RFP) for the drydock repairs to the USCGC Bollard (WYTL-65614), a 65 foot "D" class harbor tug. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items and FAR Subpart 15.203, Requests for proposals. The small business size standard for NAICS 336611 is less than 1,000 employees. This procurement will be a Total Small Business Set-Aside. The solicitation will be issued electronically on the Federal Business Opportunities (fedbizops) web page at http://www.fbo.gov on or about February 5, 2008 with quotes due on or about March 6, 2008. This commercial item requirement is set-aside for small business concerns and will be evaluated whereas Past Performance is significantly more important than Price. The USCGC Bollard's homeport is New Haven, Connecticut. The performance period is forty-one (41) calendar days and is expected to begin on or about 19 May 2008 and end on or about 29 June 2008. The place of performance will be at the contractor's facility. The vessel's availability will be geographically restricted to a facility within 144 nautical miles from its home moorings New Haven, Connecticut, on navigable waterways, and no more than 10 nautical miles off shore. The scope of the acquisition is for the overhauling, renewing and repairing of various items aboard the USCGC Bollard (WYTL-65614). This work will include, but is not limited to Base Items: clean and inspect sewage holding tank, fabricate TLI support rod, remove, inspect, and reinstall propeller shaft, remove, inspect, and reinstall propeller, clean, inspect, and test grid coolers, renew transducer and preserve transducer hull ring, transducer renewal, hull ring preservation, overhaul valves, remove, inspect, and reinstall rudder assembly, coating system visual inspection, painting of draft marks, renew Cathodic protection system, routine drydocking, provide temporary logistics, preserve main weather deck, ultrasonic thickness measurements (include 300 UT shots), reseal one-step deck covering systems, test hull half pipes, and over haul duplex sea strainer, Optional Items: flat plate renewal (7.0# or 7.5# or 7.65# steel), flat plate renewal (10.2# steel), eroded weld renewal (steel), overlay welding (steel), renew shaft stuffing box, perform minor repairs and reconditioning of propeller, renew rudder upper carrier bearing assembly and seals, renew rudder lower bearing assembly, renew rudder pintle bearing assembly, coating system thickness testing, condition A (entire U/W body), condition B (entire U/W body), condition C (entire U/W body), provide additional temporary logistics, additional UT shots (25 shots per set), composite labor rate, and laydays. All welding and brazing shall be accomplished by trained welders, who have been certified by the applicable regulatory code performance qualification procedures. The CD-ROM is available free of charge to contractors upon request not later than four (4) days from the solicitation issuance. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc).
