- Sources Sought. The Coast Guard Engineering Logistics Center is seeking qualified sources who can supply Carrier Transicold Air Conditioning units; Model 90RMC05-D-610, R-134A Seawater Cooled Chiller 50 Tons Nominal Cooling Capacity; twenty TYPE 2 Carrier Transicold Model 90RMC025-D-6-D005/MS1, R-134A Seawater Cooled Chiller 25 Ton Nominal Circuit-A, 5 Tons Nominal Circuit-B Cooling Capacity along with technical and training services. The air conditioning units will be installed by others onboard each 210?, and 270? Coast Guard vessel to replace their current antiquated air conditioning system. The Coast Guard Engineering Logistics Center anticipates awarding a contract for a base year and four option years. Estimated quantity to be 3 Carrier Transicold Model 90RMC050-D-610, and 18 Carrier Transicold Model 90RMC025-D-6-D005/MS1. Brand name is mandatory. It is the governments belief that the air conditioning units are only available from Carrier or their authorize distributors. The F.O.B point shall be destination. The air conditioning units are to be delivered to the U.S. Coast Guard Engineering Logistic Center, 2401 Hawkins Point Rd., Baltimore, MD 21226-5000. All responsible sources may submit an offer, which will be considered. Technical data and/or drawings pertaining to the air conditioning units are not available within the Government and are proprietary to Carrier. Accordingly, it is believed that this non-availability of technical data precludes the U.S. Coast Guard Engineering Logistic Center from obtaining competition as the units are available from Carrier and/or their authorized distributors. However, other potential sources can submit information concerning their capabilities to supply the units for the purpose of the U.S. Coast Guard Engineering Logistic Center to determine whether to conduct a competitive procurement. The procurement involves the units being procured from Carrier and/or their authorized distributors. Organizations having the expertise and required capabilities to provide the items are invited to submit complete information discussing such capabilities as follows: (i.e. salient physical function and serviceability, characteristics) (1) show that the units have satisfactorily manufactured the units for the Government or the prime equipment manufacturer; or (2) submit complete and current engineering data comparing the offered parts to the OEM?s to determine the acceptability of the units. It is the Government?s belief that only Carrier and/or their authorized distributors can furnish the required parts and ensure the proper fit, form and function of all its components. Other concerns having the expertise and required complete information discussing capabilities are invited to submit complete information discussing capabilities in duplicate within 15 days of this announcement. No cost or pricing information is required. This is not a Request for Proposal (RFP). The Government does not intend to pay for the information solicited. Responses must be concise and be specifically directed to the requirement mentioned above. Concerns that respond to this notice must fully demonstrate their capabilities to meet the requirements.
