- The Department of Veterans Affairs, Lebanon VA Medical Center 595, 1700 S. Lincoln Avenue, Lebanon, PA 17042 is issuing this combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation 12.6, as supplemented with additional information included in this notice, for removal and replacement of heating ventilating air conditioning units. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. NAICS is 238220, Heating, ventilation and air conditioning. Request for Quote number is VA-595-08-RQ-0069.1. Contractor shall provide all labor, equipment, supervision, and quality assurance necessary to replace. Water heater package for building 23 meeting the following specifications: 1. Sarco 20 gallon per minute model number XHD-27-20P-SS-H-2467 plate and frame domestic water package, which includes: a. 1 1/2 inch LEA33 control valve with PN933OE actuator, SP2 positioner, and MPC2 air filter/regulator; b. pressure gauge installed downstream of control valve; c. Eurotherm 3504 controller with Modbus; d. TS6M plate and frame heat exchanger with 316 stainless steel plates/ EPDM gaskets/ASME stamped for 150 pounds per square inch gauge; e. 3 inch stainless steel waterside piping with EL2270 RTD/integral stainless steel recirculation pump with isolation valves/PF61G stainless steel piston actuated valve/aquastat/P&T relief valve; f. single solenoid safety system; g. APT14 pump trap with closed, on-ASME, reservoir, pre-piped motive, and exhaust with TSS300 air vent; 2. above package to be fully assembled and mounted to a carbon steel base; 3. above package to be painted with industrial enamel paint; 4. above package to be hydrostatically tested prior to shipment. 5. above package dimensions must be sized to fit through existing door/stairwell leading to building basement. 2 . Water heater package for building 22 meeting the following specifications: 1. Sarco 40 gallon per minute model number HXHD-27-40P-SS-H-2467 plate and frame domestic water package, which includes: a. 2 1/2 inch LEA33 control valve with PN933OE actuator, SP2 positioner, and MPC2 air filter/regulator; b. pressure gauge installed downstream of control valve; c. Eurotherm 3504 controller with Modbus; d. TS6M plate and frame heat exchanger with 316 stainless steel plates/ EPDM gaskets/ASME stamped for 150 pounds per square inch gauge; e. sizing for 40 gallons per minute, 50 degrees fahrenheit to 130 degrees fahrenheit when supplied with 27 pounds per square inch gauge steam to the control valve; f. 3 inch stainless steel waterside piping with EL2270 RTD/ integral stainless steel recirculation pump with isolation valves/PF61G SS piston actuated valve/aquastat/P&T relief valve; g. single solenoid safety system; h. APT14 pump trap with closed, non-ASME, reservoir, pre-piped motive, and exhaust with TSS300 air vent; 2. above package to be fully assembled and mounted to a carbon steel base; 3. above package to be painted with industrial enamel paint; 4. above package to be hydrostatically tested prior to shipment; 5. above package dimensions must be sized to fit through existing door/stairwell leading to building basement. 3. Water heater package for building 3 meeting the following specifications: 1. Sarco 25 gallon per minute model number HXHD-27-25P-SS-H-3467 plate and frame domestic water package, which includes: a. DN40 MVF461 electromagnetic control valve; b. 110 volt alternating current to 24 volt alternating current power transformer for CV; c. pressure gauge installed downstream of control valve; d. Eurotherm 3504 controller with Modbus; e. TS6M plate and frame heat exchanger with 316 stainless steel plates/ EPDM gaskets/ASME stamped for 150 pounds per square inch gauge; f. 3 inch stainless steel waterside piping with EL2270 RTD/integral stainless steel recirculation pump with isolation valves/electric solenoid trim valve/aquastat/P&T relief valve; g. single solenoid safety system; h. APT14 pump trap with closed, non-ASME, reservoir, pre-piped motive, and exhaust with TSS300 air vent; 2. above package to be fully assembled and mounted to a carbon steel base; 3. above package to be painted with industrial enamel paint; 4. above package to be hydrostatically tested prior to shipment. 5. above package dimensions must be sized to fit through existing door/stairwell leading to building basement. 4 Commissioning charge for set up/start up or above noted equipment. 5. 2 copies of each appropriate operating/service manual for above equipment packages. FAR 52.212-2 Evaluation Commercial Items, The government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the RFQ will be most advantageous to the government, price and other factors considered. Contractors shall include a completed copy of FAR 52.212-3 Offerors Representation and Certification Commercial Items.
