- This is a link to the all the documents applicable to the F-16 Mission Training Center (MTC) Follow-On effort. The RFP number associated with this effort is FA8621-07-R-6291, and should not be confused with the Interim Service contract for the F-16 MTC (RFP: FA8621-05-6253). This solicitation notice is updated as of 24 January 2008. 18 June 2007: The DRAFT SOO and DRAFT SCRD are now attached to this synopsis. We will be conducting industry day meetings from 10 Jul 07 through 13 Jul 07. Please send an email to kraig.neer@wpafb.af.mil to schedule an industry day question and answer period. The sessions will be scheduled on a first-come-first-served basis. Also, the F-16 MTC team would like to remind all perspective offerors that they must be a United States owned company and have the proper Defense Security Service Facility Security Clearance. 16 July 2007: The Industry Day charts are now attached below. 23 July 07: We have attached AFRL Technical Report,TR98-0058, Display Collimation and the Perceived Size of Flight Simulator Imagery. This report is provided for your information and should be considered part of the Bidders Library. 15 Oct 07: The draft SOO and SCRD have been deleted in preparation for the updated drafts to be posted within the next two weeks. 23 Oct 07: The updated draft versions of the SOW and SRD have been posted. 06 Nov 07: The anticipated release date of the FINAL RFP for this program is January 2008. The Government will periodically release (on PIXS) DRAFT documents that may be included in the solicitation between now and the FINAL RFP release date. It is the Government's intention to release as many pieces of the DRAFT RFP as soon as possible. The Government will be conducting a second set of "one-on-one" industry day meetings from 3 Dec 07 through 7 Dec 07. Please send an email to kraig.neer@wpafb.af.mil to schedule an industry day question and answer period. The sessions will be scheduled on a first-come-first-served basis. 14 Nov 07: DRAFT versions of Section M and Section L of the RFP have been posted below. Industry Week meetings are intended to ensure interested bidders have a clear and complete understanding of the Government's requirements. "Requirements" in this context reflect the total RFP requirements for proposal submittal and program execution, not just the SRD. The Government is also interested in understanding Industry's perceptions of the program cost, schedule, and performance risks associated with the RFP requirements. Consistent with these two goals, the Government will entertain suggestions to revise, clarify, or simplify/streamline the requirements in the RFP documents. We encourage the provision of these suggestions in an electronic form in advance of the Industry Week meetings, with the intent of facilitating productive discussions during the meetings. Offerors are encouraged NOT to use the limited meeting time to "test" the Government's reactions to possible requirements solutions or approaches. The Government's responses to such inquiries will be limited to non-evaluative discussion. Capability briefings related to an offeror's specific training simulation technology capabilities across similar applications should be scheduled with the 677 AESG engineering leadership outside of the context of this solicitation. 20 Nov 07: Posted the Non-Disclosure Agreement for the AFRL Mission Essential Competencies (MECs). All Contractors participating in the Industry Week from 3 to 7 December should fill out this NDA and submit it to the Government at their Industry Day Meeting time. The MECs will be available for viewing after the NDA is signed. 26 Nov 2007: The Model Contract along with the latest DRAFT versions of the following Attachments/Exhibits are now posted to the PIXS website: Exhibit A, Attachments 1, 4-9, 13-17, and 19-21. If there are any questions please contact Kraig Neer at kraig.neer@us.af.mil. 14 Jan2008: The following DRAFT documents have been updated and hereby posted to PIXS: DRAFT SOW, DRAFT SRD, and DRAFT Pricing Matrix. In regards to the newly posted DRAFT documents, the Government does not expect extensive offeror review/comment, only identification of any errors, inconsistencies, ambiguities, or inappropriately stated or unachievable/un-executable requirements and tasks. The Government's anticipated RFP release date is now Late-January.
