- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Furnish proposal for the following work. The proposal is to address each item of the contract. Vendor is to submit with proposal qualifications for this work. Include d is to be a statement of capability including ability to restore surfaces utilizing high velocity oxygen fuel tungsten carbide coatings, professional in-house support personnel and services offered, machine tools in-house that are applicable to this work, performance of work similar to this application with references to those jobs. Technical qualifications are significantly more important than price. Repairs to Trunnion Mounted Hydraulic Cylinders. 18 Bore x 225 Stroke. Materials: Seals and Piston Rings to be provided by the Government, all other materials to be provided by vendor. Description of Work: 1. Inspect all cylinder components and document condition. Qty (2) 2. Hone bore of cylinder tube. Qty (2) 3. Tun gsten Carbide Coat bore of cylinder tube 3 feet of length from each end and finish grind to size. Qty (2) 4. Tungsten Carbide Coat Rod and finish grind to size. Qty (2) 5. Repair Manganese Bronze Rod Gland. Qty (2) 6. Repair stitch welds on trun nion mount Qty (1) 7. Assemble cylinder. Qty (2) 8. Fill cylinder with Mobile DTE13M oil. 9. Pressure/leak test cylinder in the extended and retracted positions. Qty (2) 10. Drain Oil. Qty (2) 11. Paint external components using a marine rat ed epoxy paint system applied to paint manufacturer instructions. Color Black. Qty (2) 12. Prior to award the Government may visit the vendors facility to review the condition of their equipment, their capabilities, and their process/repair plan for th e cylinders. 13. The Government will be performing periodic quality control inspections prior to acceptance of the cylinder repairs. 14. Vendor to provide shipping from and return to Sault Ste. Marie, Michigan. 15. Repaired cylinders must be retur ned to Sault Ste. Marie, Michigan not later than 7 March 2008. 16. Bidders may view the cylinders at Sault Ste.
