Description
THIS PROCUREMENT WILL BE ADVERTISED AS UNRESTRICTED AND OPEN TO PARTICIPATION BY ALL INTERESTED FIRMS WITH THE SPECIALIZED EXPERIENCE AND QUALIFICATIONS REQUIRED BY THIS CONTRACT. NOTE: OFFERORS MUST HAVE AN AGGREGATE BONDING CAPACITY OF AT LEAST $10,000,000.00. This Solicitation will result in an award of up to five separate Indefinite Delivery Indefinite Quantity (IDIQ) Design-Build and Construction Contracts for Guantanamo Bay, Cuba; Puerto Rico; and Andros Island, Bahamas for a base year and four option years for a maximum of sixty months or a maximum value of $100,000,000.00 for all contracts, whichever comes first. The source selection authority may determine that a number greater or less than five offerors is in the Government?s interest. This solicitation is formatted as a Request for Proposal (RFP) in accordance with the requirements designated by sections of the FAR 15.203 and NFAS for a negotiated procurement. The source selection process to be used is Best Value Trade-Off Approach. Projects (Task Orders) for this contract will be for general building type projects (new construction, renovation, alteration, and repair of facilities and infrastructure, roofing, demolition, and routine renovation) including but not limited to: 1) aviation and aircraft facilities, 2) marine facilities, 3) barracks and personnel housing facilities, 4) administrative facilities, 5) warehouses and supply facilities, 6) training facilities, 7) personnel support and service facilities, 8) security level facilities, 9) abatement and handling of hazardous/regulated materials (including and not limited to asbestos, lead paint, mold remediation, and PCB?s). Projects may also require comprehensive interior design and incorporation of sustainable features. Projects (Task Orders) issued under this contract will require either single discipline or multi-discipline design services or may include 100% construction performance specifications. Projects can be based on design-build, modi fied design-build, or full plans and specifications format, ranging in size from $750,000.00 to $10,000,000.00. The contractor shall provide all labor, supervision, engineering, materials, equipment, tools, parts, supplies, and transportation to perform all of the services described in the Request for Proposal for each task order. The anticipated workload is $85,000,000.00 over the life of all contracts and the maximum combined value of all contracts will not exceed $100,000,000.00. Offerors will be required to maintain a fully staffed construction and design team dedicated for the work under this contract. All offerors will be required to submit a management plan showing a self-sufficient stand alone construction and design team that is completely separate from any current contract at the U.S. Naval Base, Guantanamo Bay, Cuba. Note: It is not the intent of this requirement that all design team members be assigned on-site at all times. Due to the sensitive locale of the U.S. Naval Base, Guantanamo Bay, Cuba, foreign nationals from dissident political areas may be excluded and denied entry approval. In general, foreign nationals may be used. No employee or representative of the Contractor will be admitted to the U.S. Naval Base, Guantanamo Bay, Cuba without prior entry approval. The background of Contractor personnel will be screened prior to entry to the U.S. Naval Base, Guantanamo Bay, Cuba. The NAICS for this procurement is 236220 with a size standard of $31,000,000.00. Please be sure to register on the Planholders List for the solicitation to receive notification of future amendments. The Solicitation will be available on or about 08 February 2008. Proposals will be due on or about 04 April 2008. The Pre-Proposal Conference/Site Visit is tentatively scheduled for 07 March, 2008. Access information will be due on or about 22 February 2008.The solicitation package will give exact dates.
