- ******SEND ALL INFORMATION IN WRITING TO JUDITH DRABKIN AT Judith.R.Drabkin@nasa.gov, FAX: 256-544-4401******** NASA/MSFC has a requirement for a three (3) year PLUS maintenance agreement on the ARES LS-M Rheometer and a one-time tooling upgrade of thermal analysis hardware torsion fixtures. NASA/MSFC intends to purchase the items from TA Industries on a sole source basis. The ARES LS-M is a precision instrument used to measure degree and rate of cure on the NOAX material. This maintenance requirement is compounded by the fact that the NOAX is manufactured only nine days prior to launch, leaving little time to exact a repair on the equipment without impacting the launch delivery schedule. TA Instruments is the only company capable of providing repair services, including reporting within 24 hours, access to all replacement parts, and intimate knowledge of the equipment under such tight time constraints. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov, FAX: 256-544-4401 no later than 4:30 p.m. CST on January 30, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
