QUESTIONS AND CLARIFICATIONS AMENDMENT 1 GS-09P-08-KTC-0005 CONSTRUCTION MANAGEMENT SERVICES FOR THE MARIPOSA POE, NOGALES, AZ The purpose of this amendment is to incorporate the following changes or provide clarifications to questions related to the Request for Qualifications for the Construction Management Services for the Mariposa Land Port of Entry in Nogales, Arizona: I. Last day to submit questions/clarifications for the Request for Qualifications shall be no later than December 21, 2007. II. Send your questions/clarifications via e-mail only to Nikolaos Mitsiopoulos. His e-mail address is: nikolaos.mitsiopoulos@gsa.gov III. The following responses are provided to questions as indicated below: 1. Q: Can the presentation be emailed? A: No. 2. Q: Who are the user groups at the facility and what groups will attend regular meetings? A: The main user groups are Department of Homeland Security - Customs and Border Protection (DHS-CBP), two groups of United States Department of Agriculture, Animal and Plant Health Inspection Service ?Plant Protection and Quarantine (USDA, APHIS-PPQ) and Veterinarian Services (USDA,APHIS-VS), Food and Drug Administration (FDA), Federal Motor Carrier Safety Administration (FMCSA), and Arizona Department of Transportation (ADOT). 3. Q: Will the sign-in sheet be posted? A: Yes 4. Q: Does being on the design team with JSI preclude a firm from being on the contractor or CM team? A: The answer is "YES" because it presents a competitive advantage over the others and conflict of interest in relations to the functions of the potential construction management firm. 5. Q: When will the design package be available or 10%, 30%, 50%, and/or 95% be available? A: Design of this project is currently completing the preliminary pre-design work. Schedule of the design package will be given to the short-listed firms and will not be given at this stage of the solicitation. 6. Q: Are there HAZMAT removal restrictions? A: The only restrictions for Hazmat removal is the code requirements to properly remove, document, transport and disposal of the Hazmat materials to an appropriate disposal site. 7. Q: What are the limitations with existing facilities? A: The major limitation for working at this existing facility is the limited site it is on and that this facility must stay operational throughout the construction of this project. 8. Q: Can a copy of the power point presentation from the pre-submittal conference be given to the CM firms? A: No. There is information in the presentation that is for governmental use only and is not to be distributed to the public. 9. Q: Are there any known soil contamination? A: An Environmental Assessment Report is being developed to address this issue. 10. Q: Has there been environmental studies to address soil contamination? A: An Environmental Assessment Report is being developed to address this issue. 11. Q: Is a SF 330 required to be a part of the submittal? A: Yes. 12. Q: The ?Past Experience of the Firm? Evaluation Criteria (2) requests five demonstrated experience projects. Usually the SF 330 includes up to 10 projects in Section F. If the proposal is required to be submitted in SF 330 format, is it acceptable to show five demonstrated experience projects in lieu of the ten projects typically required in Section F? A: Yes ? Respond to SF 330, but still provide responses to the evaluation criteria, which supersede the SF 330 requirements. 13. Q: If a SF 330 is required, should the four evaluation criteria in SF 330 be addressed which are typically required in Section H, Additional Information? A: Provide additional information only under this Section. 14. Q: The ?Past Performance? Evaluation Criteria (1) and ?Past Experience of Firm? Evaluation Criteria (2) sections of the pre-solicitation announcement each call for ?five (5) major projects completed in the past 10 years. Can feature projects that are approximately 85% complete be given at this time provided a member of a project team was key personnel? A: Yes provided the project is completed by the time of the award. 15. Q: The ?Past Performance? Evaluation Criteria (1) calls for ?tangible evidence such as certificates, awards, letter of recommendation? etc. from owners from five (5) projects on which key personnel worked. 1). Are the commendations, awards, etc. for the specific project, for the proposed team members? A: Yes, for the proposed personnel. 2). Please confirm that the GSA is requiring a total of five certificates, awards, letter of recommendation, and that all must have been for projects in the past ten years where a member of a project team was a key personnel. A: Certificates, awards, letters of recommendations of proposed personnel from five (5) major projects completed in the past ten (10) years. 16. Q: The ?Past Performance? Evaluation Criteria (1) calls for references. Is the GSA seeking references for Construction Manager overall performance on the project, and specific team members? performance? A: For the key personnel of the firm who will be used to work on this project. 17. Q: Does the GSA plan to conduct an outreach meeting for interested small, small disadvantaged, woman-owned, HUBZone, and disabled veteran owned firms? A: To be determined and announced once the short listed firms are selected. 1). If so, what is the timing of this meeting vis-?-vis Construction Manager selection? A: February 2008 2). Does the GSA require the CM firms at this time to identify such sub-consultants and their individual participation subcontracting goals? A: Just key players for the firms 3). If so, are CM firms to include these sub-consultants? SF 330 qualifications in their submittal? A: Not at this time, unless they are key personnel who will be on the CM team for this project. 18. Q: Due to the construction management nature of the services to be provided, can the work under this contract be supervised by a ?Certified Construction Manager? in lieu of registered architect or professional engineer? Can additional ?points? be gained for a firm proposing a Certified Construction Manager as the proposed Project Manager? A: Supervision and directions of professionals are required. See project requirements in the FEDBIZOPPS announcement. 19. Q: Can the CM firms receive a copy of environmental documents produced for this project related to NEPA or any State required environmental protection laws? Are there any required environmental mitigation measures for the project? A: No. But will be provided to the short-listed firms. Stage 2 20. Q: Can the CM firms receive a copy of the site plan? A: No. But will be provided to the short-listed firms. Stage 2 21. Q: Can the CM firms receive a copy of the PDS for this project? A: No. But will be provided to the short-listed firms. Stage 2 22. Q: To what extent will Building Information Modeling (BIM) be used on this project? A: At a minimum, a spatial program validation and analysis shall be done by the design AE. 23. Q: Will the Construction Manager be responsible for obtaining LEED Silver Certification and submitting credit templates to the United States Green Building Council? A: No. 24. Q: Are the Architect and Engineer Team contractually committed to designing a project that can obtain LEED Silver certification? A: Yes. 25. Q: Has the design process started, and if so how far along is it at this time? How far along does the GSA anticipate the design to be at Construction Manager notice-to-proceed in May 2008? A: Pre-Design Phase. Schedule of the design package will be given to the short-listed firms and will not be given at this stage of the solicitation. 26. Q: For the submittal, are there any restrictions on font type, font size, line spacing, page size, margins, maximum page count, use of recycled paper, use of 11?x17? size, or binding method (i.e. three-ring binder vs. spiral bound)? A: Times New Roman font, size 12, single space, 1? margins, no maximum page count, but please limit pages, to be economically minded, 8-1/2? x 11? with maximum size 11? x 17? folded into the package; three-ring binder or spiral bound allowed. 27. Q: In the submittal and potential interview, may graphics and photographs obtained in connection with the A/E Small Business Outreach Conference conducted on November 2, 2006 and /or the Construction Manager pre-submittal conference conducted on December 5, 2007, be used? A: This will be responded to in the Successful Letter of Notification to the short listed firms. 28. Q: In the submittal and potential interview, may photographs independently taken of the site and facilities be used? A: Yes 29. Q: In the submittal and potential interview, may the GSA logo be used? A: No 30. Q: Is there a tentative interview date and location for the short listed firms? A: Not Yet 31. Q: Is the geographic limit mandatory, in terms of having an office in Arizona? A: There are certain parameters that the CM firms must adhere to for this project. According to several references in the FedBizOpps, ?consideration for contract services is limited to firms having an existing active office in the state of Arizona (geographic limit)??.,? ?respondents shall demonstrate that their personnel proposed for this contract are willing to relocate to the project site in Nogales, AZ for the duration of the construction phase??? and ?Joint venture or firm/consultant arrangements may be considered.? ?Any proposed joint venture or firm/consultant arrangement, including key personnel, will be required to have an existing office within the geographic area of consideration capable of performing 70% of all contract services?.? NOTE: THIS NOTICE MAY HAVE POSTED ON FEDBIZOPPS ON THE DATE INDICATED IN THE NOTICE ITSELF (11-DEC-2007).
