U.S. DEPARTMENT OF DEFENSE This is not a request for proposals or a request for quotations, it is strictly a Request for Information (RFI). Neither unsolicited proposals nor any other kinds of offerors will be considered in response to this RF I. No contract wil be awarded as a result of this RFI. The Government will not pay for cost associated with developing a responce to this RFI. Request for Information (RFI): Lifecycle Migration and Integration Strategy for Defense Medical Logistics AIS Systems; Defining the Migration Plan to the Next Generation of Healthcare Logistics Support Systems based on Net Centricity, Clinical Relevance, and Comprehensive Support to the World Wide Healthcare Mission. AGENCY: U.S.Department of Defense<BR > ACTION: Request For Information SUMMARY OBJECTIVES, OVERVIEW: OBJECTIVES: Develop an overall integration and migration strategy to transition the DOD from a legacy system architecture comprised of a combination of Government developed an d owned and commercial logistics automated information systems (AIS) to a net-centric, Service-Oriented Architecture (SOA) for Defense Medical Logistics (DML). The RFI is expected to provide a recommended time-phased, vendor neutral IT acquisition strateg y to achieve a to-be DML Enterprise solution that is technically feasible, affordable, and supports the full range of medical logistics in support of both operational (deployed) and institutional (peacetime) environments. A change to the current ope rational plan / azimuth must ensure enhanced capabilities, lowered operational or maintenance costs, and be fully compliant with DOD CIO systems requirements. OPERATIONAL OVERVIEW: Medical Logistics is a function within the Military Health System (MHS) concerned with providing the specialized products and services necessary to support military healthcare across the range of military operations. After labor, medical logistics manages the largest cost component of the MHS, providing over $4 billion of su pplies and services annually in both institutional and operational settings. Medical logistics functions include management of: medical supplies (including medical repair parts), medical equipment, medical equipment maintenance, medical facilities rep air and maintenance, the life cycle management (LCM) of medical assemblages, optical fabrication and repair, hospital services (housekeeping, linen services), and the storage & distribution of blood and blood products. Medical logistics is managed within the individual military Services medical departments (Army, Navy, Air Force), which are each responsible for the operation of medical facilities supporting their respective military installations as well as the organizing, training and equipping of deploy able medical units that support military operations around the world. All of the Services Medical Departments are supported by the Defense Supply Center, Philadelphia (DSCP), which provides DOD-level (wholesale) acquisition support for medical sup plies and equipment KEYS AREAS OF INTEREST: Specifically, the RFI seeks information and relevant technologies, capabilities, and concepts in the following areas: 1. Operational excellence. The services must use in war what they do in peace always with the priority to the war fighter. 2. Flexibility, scalability, interoperability: DODD 3000.05 ask the DOD to work closely with Non-Governmental Organizations and governments to build infrastructure and support relief efforts. The futu re DMLS must be considered a success in all areas of its mission 3. Web based. 4. Seamless integration with the Defense Logistics Agency systems is a requirement. 5. Clinical record interface: 6. Mobile computing Applications to Support Local Optimization. 7. Understanding (Human) Network Performance Dates: Responses should be submitted to the U.S Department of Defense at or befo re 5:00pm, EST, Monday 28 February, 2008 Seminars: The DOD will conduct seminars for the purpose of demonstrating the current systems and taking public questions on capabilities, system requirements and DOD CIO system guidance. Up t o five (5) separate seminars are envisioned to assure an inclusive and comprehensive research effort regarding this subject. White papers should adhere to the following formatting and outline instructions: 1. Format specifications include 12 point font, single spaced, single sided, 8.5 by 11 inches paper with 1 inch margins. All submissions must be made electronically (a s described below) and be in one of the following formats: Microsoft Word, Adobe PDF, or Microsoft PowerPoint. 2. Cover page (1 page) a. Title b. Organization c. Responders technical and administrative points of contact (names, addresses, phone s, fax numbers, and email addresses) d. Topic area(s) addressed e. Indication of willingness to attend seminars 3. Technical ideas or operational vision (up to 5 pages) a. Executive summary b. Discussion of capabilities/challenges/technologi es c. Technical response, how will the system be more efficient, improve on performance, take advantage of new technologies d. System Level Issues: The Defense Medical Logistics System(DMLS) needs to work in any operational environment, fixed facili ty or relief or humanitarian environment. It needs to be robust, scalable, web based and meet all the security requirements of the DOD CIO. e. Brief summary of relevant experience in healthcare logistics, general logistics and other areas of value to t his RFI. 4.
