Description
Dear Industry Partner, In April 2008, Space and Naval Warfare Systems Command (SPAWARSYSCOM) and its associated System Centers in San Diego, New Orleans, Charleston and Norfolk, will be implementing a new information system called Navy Enterprise Resource Planning (Navy ERP) that replaces several of our legacy systems. Navy ERP is an integrated business management system that modernizes and standardizes Navy business operations, provides unprecedented management visibility across the enterprise, and increases effectiveness and efficiency. Enterprise Resource Planning (ERP) is the generic name of a software-based management system used by forward-thinking corporations around the world to power their crucial business functions. The Navy ERP Program uses a product from SAP Corporation, the largest provider of ERP solutions in the world. As one of our industry partners, you may have personnel who require access to information that is currently held by a legacy application/systems which is being replaced with Navy ERP. Federal statues and regulations require procedures to be in place to provide for trusted access to government information systems. In order to implement these requirements, a new SPAWAR contract clause is forthcoming. Once the clause has been approved for distribution, all SPAWARSYSCOM contracts that will require ERP access for Contractor personnel will be modified to incorporate the new clause(s) and Contract Data Requirements List (CDRL) requirement. The new contract clause will require contractor personnel who require access to Government systems in the course of their work to submit a System Authorization Access Request (SAAR) (DD 2875) to work in Navy ERP, along with their annual Information Assurance (IA) training certificate as completed on our mandatory training site or on Navy Knowledge Online (NKO). Your employees do not need a security clearance for access to Navy ERP. If your contract employees currently hold a security clearance, we will be able to verify that trust in the Joint Personnel Adjudication System (JPAS). If your employee does not currently hold a security clearance, you or your Facilities Security Officer must have the employee initiate a Questionnaire for Public Trust Positions (SF 85P) (or provide proof of a current one), and enter that information in the Joint Personnel Adjudication System (JPAS). If your company does not currently hold a security clearance, you may bring your completed SF 85P forms for your employees to the SPAWAR applicable site Security Manager. All contractor personnel, cleared or not, must complete, sign and date Part I of the SAAR System Authorization Access Request(SAAR)(DD 2875) (SAAR form can be access from our SPAWAR E-Commerce Website - see below) and provide it to the Contracting Officer???s representative or NMCI Alternate Customer Technical Rep (ACTR). All contractor personnel, cleared or not, must complete SPAWAR required annual Information Assurance training located on Navy Knowledge Online (NKO) website. Print out the certificate of training and provide it to your Contracting Officer???s Representative and the NMCI ACTR.
