Iraq/Afghanistan (JCC-I/A), Multi-National Security Transition Command ? Iraq (MNSTC-I) Support Division is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, there is a solicitation in development to be released within 30 days. This request for information does not commit the Government to pay any cost incurred in preparation of any submissions to this Sources Sought Notice. The purpose of this request for information is to conduct Market Research of Industry to determine potential contractors who have the skills, experience, resources, qualifications and knowledge required to successfully provide all essential equipment to outfit the new Taji National Maintenance Depot in Taji, Iraq, as well as, establish a training center and curriculum to teach an Iraqi workforce how to operate and manage the Maintenance Depot. Responses to this Sources Sought synopsis will be used by the Government to make an appropriate acquisition decision. After review of the responses to this Sources Sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this Sources Sought synopsis. It is the potential offeror?s responsibility to monitor this site for the release of any solicitation or synopsis. The anticipated scope of services and supplies are detailed below: JCC-I /A currently has a requirement to establish a national logistics depot for the Iraqi Joint Forces (IJF) in Taji, Iraq on an IJF military installation. The Taji National Depot (TND) development for the purpose of this effort is limited to the Taji Maintenance Depot. The range of theTND development effort includes the training of Iraqi depot personnel and the purchase, emplacement, acceptance testing, commissioning, operation, training operation and sustainment of equipment. It also includes the development and execution of depot production processes, with clearly defined timelines for full transition of command, control and depot operations to the Iraqi Joint Forces. The mission of the Taji Maintenance Depot is to supply, distribute, demilitarize, reutilize, dispose, maintain, and repair specified IJF tracked and wheeled vehicles, small arms, and ground support equipment. The TND effort will also include the establishment of a training center (Taji Vocational Institute, or TVI) to provide apprentice and journeyman level trade skills and train the workforce, initiate production, achieve depot Initial Operating Capability, and mentor TND leaders. Potential offerors interested in meeting the above requirement should submit a capability statement to include the following: Name and address of firm; Country of ownership; Affiliate information (parent company, joint venture partners, potential teaming partners, prime contractor if potential subcontracts, subcontracts if potential prime; and Past Experience of company with doing similar types of efforts in size and location. Past Experience is not merely ?tasks completed?, but also education, training, familiarity in skill areas, and access to resources to perform the job. This effort poses unique challenges and risks, for which offerors must be prepared. Past Experience includes the following: (1) Field of Work ? has the offeror worked on projects as complex as this effort; (2) Location of Work ? has the offeror previously operated in this specific region, city, locality in Iraq before; (3) Logistics ? does the offeror have a reliable, consistent supply chain and have familiarity with the challenges of importing and transporting supplies into and throughout Iraq; (4) Security ? has the offeror operated in an environment where there are security risks, previously employed local/foreign nationals, and have experience in securing badges/clearances for employees; and (5) Governmental Restrictions ? does the offeror have experience and familiarity with regulations, directives, and the laws of the U.S. military and Iraq? This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government or will the Government pay for any information solicited.
