Description
It is anticipated that this will be a SOLE-SOURCE procurement resulting in a new SOLE-SOURCE fixed-price contract. Under this procurement, the U.S. Department of Transportation (DOT) plans to award one and only one contract (which will probably be numbered as DTOS59-08-C-00411), to Aerodyne Research, Inc., on a SOLE-SOURCE basis. It is anticipated that the SOLE-SOURCE award to Aerodyne will be in the form of a fixed-price contract, with an estimated value of $134,000 and a one-year period of performance. Under the SOLE-SOURCE contract numbered DTOS59-08-C-00411 to be awarded to Aerodyne from this procurement, Aerodyne will produce ?Enhancements and Upgrades to the Comparative Emissions Database for Holistic Analysis of Modes of Transportation?. Aerodyne had initially developed that database for DOT under Aerodyne?s PREVIOUS contract numbered DTOS59-05-C-00421, entitled ?Holistic Comparative Analysis of Emissions from Aviation, Automobile, Marine, and Diesel Transports?. Aerodyne won that previous contract on a competitive basis, and under it Aerodyne constructed a database tool which incorporated data from Aerodyne, literature and certification sources, and which enabled comparison of the potential environmental impacts (especially for climate change) of moving passengers and freight via various transportation modes. The Comparative Emissions Database (CEDB), compiled from Aerodyne?s previous contract numbered DTOS59-05-C-00421, assimilates the data necessary to calculate emission intensities (units of g/passenger-km or g/tonne-km), which can be useful for evaluating the impacts of potential policies for transportation emissions reduction. Currently, the CEDB is a MySQL relational database, and queries to the database are performed by typing Structure Query Language (SQL) commands. While that approach provides a flexible and powerful interface for the expert user, it proves to be somewhat of a barrier for the occasional user. The goal of the second phase (i.e, the goal of the work to be performed under the new sole-source contract numbered DTOS59-08-C-00411 to be awarded from this procurement) would be to make the CEDB more accessible to the end-user at DOT, more accessible to the end-user at DOT?s modal administrations, and more accessible to end-users elsewhere. Under the new sole-source contract numbered DTOS59-08-C-00411 to be awarded to Aerodyne from this procurement, Aerodyne will further develop the database tool that was created and populated with emissions data in Aerodyne?s previous contract numbered DTOS59-05-C-00421, and Aerodyne will enhance the database tool by developing a graphical user interface for the CEDB to make it more accessible for a wider range of potential users. In addition and in parallel, Aerodyne will extend the CEDB to include additional data that has been identified or more recently been reported, which is currently not included in the CEDB. By virtue of the precursor work which Aerodyne successfully performed under Contract No. DTOS59-05-C-00421, Aerodyne is the only known entity that has the necessary scientific and information technology intellectual capital, along with the ready access to additional academic expertise, to successfully address DOT?s needs in this new procurement (Contract No. DTOS59-08-C-00411) by rendering the highly specialized services that will be essential to performing the continued development of the CEDB at the very high level of quality required by DOT. If, despite the existence of the above-mentioned factual basis logically identifying Aerodyne as the only organization capable of satisfactorily performing the new contract numbered DTOS59-08-C-00411 envisioned herein, any organization OTHER THAN Aerodyne believes that it can perform this new project at the very high level of quality required by DOT, then any such other organization shall E-MAIL a complete Statement of Qualifications to james.mowery@dot.gov and to William.chernicoff@dot.gov, and to aimee.fisher@dot.gov, not later than 4:15 PM Eastern Standard Time, February 13, 2008. Faxed and telephonically transmitted Statements of Qualifications will NOT be accepted.
