- This notice serves as an announcement for the release of a DRAFT Request for Proposal (DRFP). This is NOT a request for proposal, quotation, or invitation to bid notice. This DRAFT RFP is for the recompetition of Program Executive Office for Simulati on Training and Instrumentation (PEO STRI) Systems Engineering and Technical Assistance (SETA) contract, W9113M-05-A-0002. The purpose of this DRAFT RFP is to enhance Industrys understanding of the Governments requirements and solicit feedback to assist the Government in finalizing its requirement. The DRAFT RFP is subject to change. Questions or comments pertaining to the DRAFT RFP shall be submitted in accordance with Section L. of the solicitation. It is anticipated that the DRAFT RFP will be released in mid-February. Answers to questions and comments already submitted to the Government will be posted with the release of the DRAFT RFP. The North American Industry Classification System (NAICS) Code is 541330 with a small business size standard of $25 Mil for this acquisition. The formal RFP is a 100 percent set-aside for small business and will therefore contain FAR clause 52.219-14?(must be met by the prime contractor, not collective small business team members). The solicitation will result in a single IDIQ award with fixed-price labor categories and cost reimbursable travel and materials line items. The resultant contract will contain organizational conflict of interest (OCI) clauses that could limit the awardee from participating in any other PEO STRI contracts.?To the greatest extent possible, while still protecting the Governments interests, the OCI clauses will be applied only for the supported technology areas of the contractors actual SETA performance. In order to be considered for award, offerors must possess or be able to obtain a TOP SECRET facility security clearance.?The non-personal services include related activities in support of all aspects of simulation, training, a nd instrumentation systems. Support will be required for the full life cycle of projects to include planning, design, development, engineering, implementation, procurement, logistics, evaluation, sustainment and ancillary services in the areas of: Reliabil ity, Availability and Maintainability (RAM), Concept Analysis, Systems Testing, Technical Assessment, Training System Related Documentation, GFE/GFM Inventory, Technical Data, Engineering, Presentation Materials, System Analysis, Maintain Technical Data Re pository, Maintainability, Logistics Support, Automatic Data Processing (ADP), Environmental, Safety and Health, Planning and Reporting, Budgeting and Cost Analysis, Readiness, System Quality Assurance, Foreign Military Sales, Configuration Management, Adm inistration and Operations, Training, Post Production Software, Technical and Systems Engineering. The primary places of performance are Orlando, FL; Huntsville, AL, and Washington DC. Field Service Representatives are located throughout CONUS and OCONUS l ocations.
