- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov , Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil . While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Crane Division. Offerors are encouraged to access information also available on the NSWC Crane Division Web site at http://www.crane.navy.mil/acquisition/homepage.htm. The Naval Surface Warfare Center has a requirement to increase the maximum quantities on contract N00164-06-D-8974 from a combined total of 4,000 each to 15,500 each. The contract maximum dollar amounts will be adjusted accordingly. All other terms and conditions of the existing contract will remain unchanged. The above contract is for production of High Temperature Window Assemblies for the AN/SPS-48E Antenna in accordance with ITT Gilfillan drawing number 196622-2. The frame of the unit is made of aluminum alloy plate 6061-T6 per QQ-A-250; the insert is .125 thick aluminum alloy plate 6061-T6 per QQ-A-250; the window is made of boron nitride plate grade M, density 2.12 gm/cm3 minimum. Each part must have a leakage rate of less than 10cc per minute with 45 P.S.I.G. on high-pressure side and atmospheric pressure on the other side. 100% inspection required. The modification to the existing contract will be issued on a sole source basis to W. M. Machine Company, 139 East 157th Street, Gardena, CA 90248. In accordance with Federal Acquisition Regulation (FAR) 6.302-1, it has been determined Government?s requirement for these supplies can only be met by one manufacturer. No other product is capable of satisfying agency requirements. W. M. Machine Company has been approved and has met testing requirements as part of the AN/SPS-48E radar antenna. Delivery will be FOB Destination, NSWC-Crane, Crane, Indiana 47522, in accordance with the existing terms and conditions of the existing contract. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued. Submitting a proposal from the NECO web site by clicking on the ?Submit Bid? does not guarantee offers will be received by the proper person in the correct format.
