Description
The Department of Commerce, NOAA, National Weather Service (NWS), Climate Predication Center, (CPC) intends to negotiate on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with the Environmental Systems Research International Institute, Inc. 380 New York Street, Redlands, CA 92373-8100, to provide proprietary software maintenance for ESRI ArcGIS, ArcINFO, and ArcView. The Government anticipates a firm fixed-price contract for a twelve (12) month period from date of award and two (2) twelve (12) month option periods. ArcGIS is a product suite consisting of desktop and server products ranging from ArcView to ArcINFO for desktop products and ArcIMS and ArcGIS server for server based products. The (CPC) currently uses ArcGIS desktop and server products. CPC has 13 licenses for ArcVIEW, 3 Licenses for ArcINFO and one server license for ArcGIS Server and ArcIMS. ESRI?s ArcGIS product suite also includes extensions or additions to the base product. The (CPC) is using ArcView and ArcINFO for interactive (manual) product generations along with extensions. The ArcGIS product suite is the premier Geographic Information System product, and is used extensively and to a great extent exclusively by the USGS, USDA and NOS (part of NOAA). Currently we share both information and products with the USGS, USDA, USAF, and FEWS (Part of the U.S. Department of State). We have extremely close relationship with the USDA and even maintain an office (JAWF) staffed with 3 NWS employees located in the USDA facility in Washington, D.C. Both the USGS and USDA will be supplying code in AML (ArcINFO Macro Language) which is unique to ArcINFO and ArcObjects which is common to both ArvView and ArcINFO. This transfer of code has and will continue to result in significant savings in time and will minimize the effort it will take to produce the required products. CPC is currently transitioning to a server based GIS system which will increase the productivity of the ArcGIS desktop products and allow our users and forecasters access to GIS products using a web browser such as Microsoft Explorer or Firefox. ArcINFO is the highest tier of the ArcGIS product suite and allows automation and input of multiple types of data whereas ArcView allows for most editing and processing of our data where Visual Basic or phython can be used. The USGS and USDA have developed a complete set of programs to automate most of their products including many products that we share development on. This request is to continue the maintenance, update services, and telephone (or mail support) that CPC is relying on for support for our products. Continuation of support will allow CPC to meet the needs of our partners and stay compatible with the scripts and methods that our partners share with us. Current software is needed to allow CPC to fulfill or commitment for participation in the production of the North America Drought product along with additional products supplied to the USDA, US Department of State (the FEWS program), and the US Air Force all of which need to be supplied in a GIS format. Currently ArcGIS (ArcINFO, ArcView, ArcGIS servers and there associated extension) is the ONLY suite of products that can fulfill all of our needs. ArcGIS is both patented and copyrighted by ESRI and ESRI is the only supplier for ArcGIS. Vendors who believe they can satisfy the Government?s requirement are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates a proven satisfactory ability to provide these services to permit agency analysis. A determination by the Government not to open this requirement to competition based upon the responses to this notice is solely with the discretion of the Government. This acquisition will be issued in accordance with FAR PART 13 Simplified Acquisition Procedures. Affirmative written responses must be received not later than 25 January 2008.
