Description
The National Institutes of Child Health and Human Development, National Center of Medical Rehabilitation intends to initiate a contract for a program called Community Assessment Rehabilitation Experiment (CARE) to create a pilot rehabilitation research data resource in the Tuscan Region of Italy (NAICS classification 541712). This announcement is requesting Capability Statements from qualified sources who have the prerequisite qualifications as described as follows. The purpose of the project is to create a pilot computerized rehabilitation research data base that will link separate rehabilitation data components such as pre and post health measures of individuals with a chronic condition (e.g., stroke or back pain, etc.) participating in low cost interventions (e.g. adaptive physical activity) in the community with health services and drug utilization information. The project should have a minimum of two components. The first is an active community based rehabilitation program that contains features such as: the participants have a chronic condition (e.g., stroke, back pain, etc.), the intervention is low cost (e.g., adaptive physical activity), the site is in the local community, the collaborating health organization is providing the costs associated with the health intervention; the individuals? pay a nominal fee to participate, and the program coordination, quality monitoring and consultation is provided by a health organization. The general characteristics of the program are that it is self sustaining, conducted outside of, but collaborating closely with the regional medical system. Access to health services records and drug use of participants as well as individuals not involved in the community intervention with the same condition in the region is another component. Successful completion of the proposed three year pilot project on one chronic condition may be expanded to include other regions of Italy or to other chronic conditions. The Offeror is expected to provide 1. corporate organizational and 2. personnel management in the Tuscan region to oversee qualified staff for this work. 1. The Offeror?s capability statement should demonstrate organizational experience in areas such as: a) working with low cost community interventions in a region; b) obtaining time series outcome data on a community intervention; c) data management experience in obtaining and linking different data sets; and, d) experience in working with regional health services information and pharmaceutical databases. 2. Personnel should have experience in areas such as: a) community interventions with individuals with chronic conditions; b) managing and coordinating the efforts of personnel required to perform the functions described above; c) providing data management support, systems analysis and design and computerized statistical analysis support; d) managing quality control procedures for database management, statistical analysis and data entry support work; and, e) managing data security procedures for data files, data forms and issues related to data confidentiality. The above areas discussed in your capability statements will be evaluated according to the following criteria: 1) Organizational experience in developing community rehabilitation interventions for individuals with a chronic condition as outlined above; 2) An established relationship with a health organization that is able to finance the intervention in the community; 3) Qualifications and experience of professional and non-professional staff in performing both the intervention and analytic aspects of work outlined above; and, 4) Organizational experience with the health authorities in the Tuscan region to facilitate the linking of data bases as outlined above. Any source who considers themselves qualified should submit a capability statement and in particular indicating whether your are a Small Business (or eligible under any other set-aside), including your NAICS code.
