Description
The Bureau of Indian Affairs (BIA), Albuquerque Acquisition Office, Albuquerque, NM solicits proposals for Special Education Advisory Board Contract Services for the Bureau of Indian Affairs, Office of Indian Education Program requirements. No written solicitation package shall be issued. The solicitation number for this requirement is RABQ5080003 and is issued as a request for proposal (RFP). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18. The RFP is for full and open competition with the NAICS Code of 611710 and the business size maximum of $12.0 million. The performance period for this solicitation is a basic one(1) year with two (2) one year options. The description of the service is: The Bureau of Indian Affairs Office of Indian Education Programs, is required to establish and maintain an advisory panel for the purpose of providing policy guidance with respect to special education and related service for children with disabilities by advising the Secretary on the needs of Indian children with disabilities in regards to IDEA, Part B, Public Law 108-446. Purpose: The Office of Indian Education Programs Center for School Improvement (OIEP-CSI) is requesting proposals to deliver the following services: 1. Provide logistics for five National Special Education Advisory Board Meetings, one to be held in Albuquerque, New Mexico and the other four may be at Portland, OR, Phoenix, AZ, Choctaw, MISS, Minneapolis, MI, or as determined by the board. Will incur all meetings costs associated with the meetings (i.e. AV costs, meetings). 2. Prepare all materials as needed for the meeting and disseminate all the information to the Special Education Advisory Board. 3. Will prepare and incur all travel arrangements for fifteen (15) Advisory Board members. 4. Provide logistics for two executive board meetings, to include all costs associated with the meetings (i.e. AV costs, meetings rooms) as determined by the Advisory Board. 5. Provide orientation, to meet the purpose, and expectations of the Advisory Board. Train 15 Board members on IDEA 2004. To provide technical assistance, support and guidance to the Advisory Board. QUALIFICATIONS: Proposals must provide evidence of previous service of training for B IA funded schools and personnel in order to assist with recommendations to the Advisory Board. Must show evidence in providing technical assistance to state special education advisory boards, must be able to provide orientation and support to the Advisory Board, must show evidence that they are able to develop guidelines, and standards. They must be show evidence that they have experience in working with a minimum of 8 states that the B IA schools are located. Must show evidence how it evaluates and provides technical assistance. EVALUATION AND SELECTION CRITERIA: Proposals should include a detailed description of the proposed project. The narrative (excluding the appendices) should not be more than 10 pages, double spaced and using 12 fonts. Supportive documents may be included in the Appendices. Proposals will be evaluated according to the scoring rubric. The proposal must address the following areas and in the following order: CRITERIA MAXIMUM POINTS: Technical Plan 25 points---- Provide a detailed scope of work that identifies targeted participants, (Advisory Board). The type of operating guidelines to be developed for panels/boards, to include evaluation of technical assistance, how it will measure outcomes, and activities. Organizational Capabilities 25 points---- Demonstrate the capability of the organization. Describe similar programs previously administered and the qualifications of key staff. Evidence of previous service or training for BIA funded schools and personnel 25 points---- Describe which BIA funded schools/personnel and outcomes of service. Provide a list of contacts of prior or existing contracts of equal size and complexity. Program Evaluation/Quality Assurance 10 points----Describe how the program will evaluate and monitor the progress of the Advisory Board. Budget and Cost Effectiveness 15 points----Provide a yearly budget with justification. Provision 52.212-1, Instructions to Offerors?Commercial Items, applies to this solicitation. Offerors are required to submit completed copies of the provisions at FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, with their proposals along with a DUNS Number and Federal Identification Number. FAR clause 52.212-4, Contract Terms and Conditions?Commercial Items, applies to this solicitation and does not include any addenda. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items, applies to this solicitation. The following clauses within 52.212-5(b) are applicable to this solicitation: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33. Required Central Contractor Registration (CCR) (www.ccr.gov) and Department of the Interior Acquisition Regulation (DIAR)1452.226-70 Indian Preference, DIAR 1452.226-71 Indian Preference Program, DIAR 1452.204-70 Release of Claims are applicable. The offeror must be active in CCR or the Federal Government shall not issue a contract to the firm.
