- This announcement is for sources sought / market research only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Reimbursement will not be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Telephone calls will not be accepted requesting a bid package or solicitation. In order to protect procurement integrity, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Government will use responses to this market research to make appropriate acquisition decisions, including set-aside determinations. Naval Facilities Engineering Command Southeast (NAVFACSE) is performing market research to identify certified 8(a), HUB-Zone, Woman-owned, Service Disabled Veteran Owned Small Business (SDVOSB) or Small Business concern for engineering services. Any resultant award would be established as an Indefinite Quantity/Indefinite Delivery of a variety of engineering services associated with the Navy?s oil and hazardous substances spill prevention/response programs and the Navy?s underground storage tank (UST) compliance/remediation programs. The scope of work will primarily include, but is not limited to, the following professional services: (1) Initial development of, or revision to existing, Oil Spill Prevention Control and Countermeasures (SPCC) Plans; (2) Initial development of, or revision to existing, Oil and Hazardous Substances Facility Spill Response Plans (FRP) and Integrated Contingency Plans (ICP); 3) Development and accomplishment of spill drills and exercises to test the effectiveness of response plans and readiness of Activity response personnel; (4) Initial develop of, or revision to existing, Marine Fueling Operations Manuals for vessel fueling evolutions; (5) Accomplishment of spill prevention and response training courses; (6) Accomplishment of Incident Command System (ICS) training; (7) Providing Natural Resource Damage Assessment planning and implementation services; (8) Preparation of petroleum UST related studies and reports consistent with Federal Environmental Regulation 40 CFR 280 and applicable state environmental regulations; (9) Consultation on the design, construction, operation and maintenance of petroleum UST systems; (10) Initial development of, or revision to existing, tank management plans; (11) Development of contamination assessments procedures and documentation associated with leaking petroleum storage tanks; (12) Development of release response and corrective action plans; (13) Design of release detection syste ms. Anticipated contract type will be a firm fixed-price (FFP) and indefinite delivery/ indefinite quantity (IDIQ) for a base period and four (4) one year option periods. The estimated value is approximately $1,000,000 per year. The maximum contract value shall not exceed $5,000,000. A minimum fee of $25,000 is guaranteed for the first year. NAVFAC Southeast Region Area of Responsibility (AOR) includes seven states from Charleston, SC to Corpus Christi, Texas and south to Guantanamo Bay, Cuba. The NAICS classification is 541330, Engineering Services and the size standard is $4.5 million. NOTE: If a small business were to receive an award as prime contractor as a result of a small business set-aside solicitation, the small business prime will be required to comply with FAR 52.219-14, Limitations on subcontracting, which states that ?at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern?. SUBMISSION REQUIREMENTS: All interested 8(a), HUB-Zone, Woman-owned, Service Disabled Veteran Owned Small Business (SDVOSB) or Small Business concerns must respond to the Market Research Form (separate attachment) to verify their qualifications. Submit documentation to NAVFAC SE Jacksonville FL via email to carol.foulk@navy.mil not later than 13 Feb 2008, by 4:00 pm Eastern Time. Submittal documentation shall not exceed 15 pages, typed, one-sided, 12-pitch font, which includes the Market Research questions contained herein and your Certificate of Competency. Submittals received after the specified date and time will not be considered. Sources must include your DUNS and CAGE numbers as discussed in the DOD FAR Supplement, Part 204 Subpart 204.72. This is NOT a request for proposal. Site visits will not be arranged during market research. It is not necessary to submit a SF-330 at this time. Sources are encouraged to register their annual Representations and Certifica tion at https://orca.bpn.gov/. Responders to this Market Research will also need to submit a response to any future solicitation documents posted to https://www.neco.navy.mil to be considered for a potential contract award.
