- The Naval Sea Systems Command (NAVSEA) intends to issue a sole source solicitation to Innovative Defense Strategies (IDS), LLC, 2100 N. Ocean Blvd, Suite PH26A, Ft. Lauderdale, FL 33305 under the authority of 10 U.S.C. 2304 (c) (1). This procurement is for engineering, technical and professional support services to develop open system procurement recommendations that can facilitate and streamline the Navy?s transition to open systems procurements. Richard Carroll, owner of IDS facilitated the successful implementation of the Navy?s first Open Architecture (OA) engineering environment, under the Navy Submarine Acoustic Rapid COTS Insertion (ARCI) program. Given its success, the ARCI program has become a business and technical model for Navy OA, which NAVSEA intends to implement across all ship platforms. Therefore, IDS possesses the experience necessary to make open system procurement recommendations to NAVSEA.
