- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. PURPOSE: The Naval Surface Warfare Center, Crane Division is seeking sources for miniature reflex sight (MRS) systems. "Performance Specification for Miniature Reflex Sight Product Improvement Project" may be viewed at http://www.crane.navy.mil/acquisition/synopcom.htm. Eventually, a five year indefinite-delivery indefinite-quantity contract is anticipated. Production quantities have not yet been determined and will be announced at a later date. This solicitation will be issued on a full and open competition basis using a performance specification. Award will be on a "best value basis". TECHNOLOGY INTERESTS: The MRS is a subsystem acquisition project. This project does not seek to conduct basic research, develop the technology base, or explore preliminary concepts that require long periods of research and development. Instead, this project effort seeks to rapidly develop, test, and field the MRS subsystem in a timeframe relevant to current conflicts. This project seeks subsystems that are already effective and suitable for combat without further development efforts, or subsystems that require only rapid, simple, development efforts to bring them to production-ready status. Subsystems offered should be based on commercial-off-the-shelf (COTS) and non-developmental items (NDI) that require only System Development and Demonstration (SDD), such as system miniaturization, minor ergonomic improvements, and environmental hardening, to become technically qualified and operationally suitable for combat. Technology solutions should include a small, reflex sight for SOF weapon applications that is reliable, rugged, waterproof, adjustable for windage and elevation, and economical. Weight and size minimization and battery life are important attributes. Waterproofing to a depth of 66 ft for 2 hours is desired. PRE SOLICITATION CONFERENCE: NSWC Crane will hold a public pre-solicitation conference for the MDNS-MRS acquisition. The time/date for this pre-solicitation conference is 3:00-4:00 PM PST, Wednesday, 6 February 2008 (after the S.H.O.T. Show), in the Stratosphere Hotel and Casino at 2000 Las Vegas Blvd, South, Las Vegas Nevada. Pre registration is not required. Discussions will include requirement background information, technology readiness, and questions and answers. OTHER NOTES: It should be noted that during the course of this acquisition program, the Government plans to utilize employees from Science Applications International Corporation (SAIC), Wexford Group International (WGI), Booz Allen Hamilton (BAH) and possibly other direct Government contractors as advisors to the Government participants. This sources sought announcement does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement or incurred for participation in the pre-solicitation conference will NOT be reimbursed.
